Liu Jianchao s Deputy Sun Haiyan Investigated, Lianhe Zaobao: Working Normally

[People News] On August 15, Reuters cited three informed sources stating that Sun Haiyan, the deputy minister of the International Liaison Department, was detained in early August, and her detention is related to the questioning of Liu Jianchao, the minister of the department. However, shortly thereafter, Singapore's Lianhe Zaobao reported, citing reliable sources, that Sun Haiyan is currently working normally.

Reuters reported that two sources indicated that Sun Haiyan's detention in early August is likely connected to Liu Jianchao's questioning. However, none of the sources were aware of the reasons behind the authorities' inquiries into Liu Jianchao and Sun Haiyan. Due to the sensitive nature of the situation, the sources requested to remain anonymous.

The report also noted that the State Council Information Office and the International Liaison Department of the Communist Party of China have not yet responded to Reuters' request for comment. Reuters was unable to confirm whether Sun Haiyan and Liu Jianchao are still detained, and the reporter could not reach either for comments.

It is reported that Sun Haiyan's last public appearance was on August 1, when she attended a reception hosted by the Nepalese Embassy in China.

Later on Friday (August 15), Lianhe Zaobao reported that, according to two reliable sources, Sun Haiyan is currently working normally, and the reports of her detention are untrue.

Following this, Lianhe Zaobao provided an update indicating that on Friday evening local time, Sun Haiyan attended a reception for India's Independence Day held in Beijing. On the social media platform X, netizens shared news of her attendance at the event along with photos from the scene. Additionally, sources confirmed to Lianhe Zaobao that Sun Haiyan was indeed present at the event.

Public records indicate that Sun Haiyan, who holds a graduate degree and a Doctor of Law, began her career in December 1997 at the International Liaison Department of the Central Committee of the Communist Party of China. Throughout her tenure, she has worked in various departments, including the Research Office, the Contemporary World Research Center, the Information and Communication Bureau, and Bureau One, where she has held several positions such as Deputy Director, Director, Assistant Director of the Research Office and Director of the News and Publicity Department, Deputy Director of the Research Office, Director of the Contemporary World Research Center, Director of the Information and Communication Bureau, and Director of Bureau One. From March 2008 to January 2009, she served as the Deputy Secretary of the Zhangdian District Committee in Zibo City, Shandong Province (on temporary assignment). In February 2022, she was appointed as the Ambassador to Singapore, and in June 2023, she became the Deputy Minister of the International Liaison Department of the Central Committee of the Communist Party of China.

On August 8, reports surfaced on platform X regarding the arrest of Liu Jianchao, the Minister of the International Liaison Department of the Central Committee of the Communist Party of China. Late on August 9, The Wall Street Journal cited sources revealing that Liu Jianchao was taken into custody after returning to Beijing at the end of July following his overseas assignment. On August 10, Reuters reported, citing five informed sources, that Liu Jianchao was detained in early August, with two sources indicating that the Chinese Communist authorities conducted a search of his residence around the same time.

As of August 15, the personal information of both Liu Jianchao and Sun Haiyan remained available on the webpage of the current leadership of the International Liaison Department.

Following the removal of Qin Gang from his position as Minister of Foreign Affairs in July 2023, Liu Jianchao has become the highest-ranking Chinese Communist diplomat under investigation. While it has not yet been confirmed whether Sun Haiyan is facing any issues, her situation is believed to further highlight the uncertainty within the senior ranks of the Ministry of Foreign Affairs of the Chinese Communist Party.
