Rights Activist Beaten and Left with Fractured Legs in Beijing; Police Unresponsive for Over a Year

[November 10, 2024] Rights activist Ma Bo from Heilongjiang was beaten at a Beijing bus stop in September last year, resulting in broken legs. More than a year later, the case remains unresolved as Beijing police continue to delay proceedings. Ma stated that if the police do not handle the case fairly, she will don a burial shroud and wait at the police station, ready to use her life to demand justice.

On November 1, 2024, Ma Bo once again went to the Xiluoyuan Police Station in Beijing to ask Officer Lin about the progress of her case. Officer Lin said, "The case has been sent to the prosecutor's office." Ma suggested, "Let's go to the prosecutor's office on Monday to check." Officer Lin agreed.

However, on November 4 (Monday), Ma Bo called Officer Lin numerous times, but he did not answer. After repeatedly calling the station's main line, Lin finally answered and informed her that the station chief had forbidden him from going. Ma said, "This confirms that the case has not been sent to the prosecutor's office, and he doesn’t dare face the truth."

That afternoon, Ma Bo went to the Beijing Municipal Public Security Bureau to report her concerns to the complaints and reception staff, demanding updates on the case's progress.

Ma expressed, "The behavior of the Xiluoyuan Police Station officers is as unscrupulous as that of bandits and robbers. I have already informed Officer Lin that if this case is not resolved justly, I am prepared to wear a burial shroud and wait at the police station, ready to sacrifice my life for the case's resolution!"

Epoch Times contacted the Xiluoyuan Police Station, and the answering officer said Officer Lin was not available and asked to call back later.

Attacked Without Reason at Bus Stop

On September 17, 2023, Ma Bo was maliciously beaten at a bus stop in Beijing while on Route 72. The case was handled by the Xiluoyuan Police Station under the Fengtai Branch of the Beijing Public Security Bureau. However, police continued to falsify evidence and issue false judicial assessments to protect the assailant, Qiao Minglian.

Ma recounted that on October 22, 2023, the Shengtang Judicial Appraisal Institute conducted an evaluation that downgraded her injuries from "minor injury" to "slight injury." The next day, they conducted a psychiatric assessment on Qiao Minglian.

Ma sought an independent judicial appraisal, and on December 23, 2023, the results showed "minor injury to the left toe and first-degree minor injury to the right knee joint." The Xiluoyuan Police Station then filed a criminal case and orally informed Ma that Qiao Minglian would be criminally detained on December 24 and held at the Fengtai Detention Center. "I requested to see the detention paperwork, but they came up with various excuses and never showed it to me," she said.

By law, after 37 days in detention, the case should be transferred to the prosecutor's office. When Ma Bo asked why Qiao had not been transferred after 37 days, Station Chief Shi replied, "Due to special circumstances, the case process for Qiao is not bound by the 37-day limit; another psychiatric evaluation must be conducted to make a decision." Ma questioned, "Why is the Xiluoyuan Police Station falsifying the facts about Qiao’s crimes, claiming he is detained without providing documentation? Why does the station go to such lengths to absolve Qiao of his crimes? The police procedures are seriously unlawful!"

Ma continued, "I strongly suspect that my attacker, Qiao Minglian, remains at large. The Xiluoyuan Police Station has protected him from criminal charges, collaborating with Shengtang Judicial Appraisal Institute and You'anmen Hospital to fabricate medical records and use connections to shield him. They have downgraded the case from a criminal matter to an administrative one without punishing him."

"I have been waiting for more than a year for any progress on this criminal case after being maliciously assaulted. The assailant remains free, and the Fengtai Branch of the Beijing Public Security Bureau blatantly defies the law and fabricates cases. What kind of power lies behind this cover-up that enables police officers to protect a criminal like Qiao Minglian? I am determined to uphold the law, protect my rights, and pursue justice to the end!" she declared.
