Corpse Fraud! A Supernatural Plot Unfolds in the CCP Bureaucracy

[People News] On July 20, a blogger on X (formerly Twitter) revealed a shocking corruption case in Henan Province that reads like a scene straight out of Strange Tales from a Chinese Studio (Liaozhai). The post claims: Three to four years ago, Guo Zhenping, Vice Chairwoman of the Political Consultative Conference (CPPCC) in a county in Henan Province, was under investigation. In an attempt to evade arrest, she reportedly committed suicide by jumping from a building. During her investigation, her niece’s husband—who worked at the same hospital as a relative of the blogger—was vying for the position of hospital director. After the reported suicide of Guo, he gave up the competition and kept a low profile.

But years later, the story took a dramatic twist.

A deputy police chief of the county was recently placed under investigation. In an attempt to seek leniency by offering valuable information, he confessed that the person who had jumped to their death back then was not Guo Zhenping. In fact, Guo had been living in Guangdong. So who had actually died? It turned out the body belonged to a patient from a psychiatric hospital. Police later travelled to Guangdong and successfully arrested the real Guo Zhenping.

1. Rumour or Reality?

A search of public records seems to confirm elements of this story.

The vice chairwoman in question was indeed named Guo Zhenping, serving in Huangchuan County, under Xinyang City, Henan Province. On November 13, 2021, at around 7:10 p.m., she allegedly fell to her death from an apartment complex named “Oriental Beauty No.1” in Huangchuan County. Local police confirmed the incident. Public information stated that Guo had been diagnosed with depression and had received ongoing treatment for about a year. However, the claim that a female official suddenly suffered from depression and then committed suicide seems suspicious in and of itself.

Between 2021 and 2024, there were two deputy chiefs of the Huangchuan County Public Security Bureau: Zhang Guoxin and Dong Junjie. In April 2024, Dong was promoted to Party Secretary and Director of the county’s Urban Management Bureau. So, who assisted Guo Zhenping with the alleged escape and cover-up—Zhang or Dong?

Online news sources show that Guo Zhenping was involved in promoting legal education within the county’s CPPCC. Dong Junjie had previously served concurrently as deputy Party Secretary of the Public Security Bureau. It is likely that Guo and Dong crossed paths due to party-related duties. Interestingly, Dong has not been mentioned in the news since April 2024, which aligns with the blogger’s claim that he was placed under investigation about a year ago.

2. How Difficult Is a “Resurrection”?

First, the scheme required a body swap. Since Guo Zhenping allegedly wanted to fake her death, she needed a substitute corpse. The blogger claims the stand-in was a psychiatric hospital patient, suggesting that hospital staff had to be involved. The aforementioned niece’s husband, a doctor, may have used his professional position to provide a “corpse double” for Guo.

Second, it required an official death certification. Guo was a known figure in the county; a sudden suicide would naturally draw media attention. If the body switch were discovered, it would become a nationwide scandal. So the police likely had to suppress the story internally. If true, more than one deputy police chief might have been involved.

Third, it involved identity replacement. A body cannot be cremated without an official death certificate. Guo’s identity would have been legally cancelled. To continue living after the staged death, she needed a new identity—almost certainly provided by the same county police department.

In summary, the entire process required deep collusion from public security. Swapping the corpse would be classified as intentional homicide. Faking an identity is forgery of legal documents. Abuse of authority and potentially accepting bribes would also be criminal offences.

Commentators have voiced concern about public safety in Huangchuan County, noting that law enforcement officials often break the law themselves. A particularly disturbing case occurred on November 20, 2011, when a notorious violent incident took place at the local “Zijin Palace KTV.” A man named Peng Shuai, allegedly the son of Peng Feng—a deputy political commissar of the county’s public security bureau—went on a drunken rampage, killing one person and injuring five others. The case shocked the internet and fueled public distrust in local law enforcement.

This raises the question: Can the Chinese people still trust the police under the CCP? Does the rule of law still exist? Where can the family of the psychiatric patient—who died in Guo’s place—seek justice?

The root of the CCP's unrestrained actions against the Chinese people can be traced back to the persecution launched in 1999. Since Jiang Zemin mobilised the entire state apparatus to suppress Falun Gong, the brutal tactics used—such as wrongful imprisonment, illegal detention, and even forced organ harvesting—have gradually spread across Chinese society and become institutional norms. The public, kept in the dark and under control, remained silent. Now, as the truth begins to emerge, it marks an important moment for the people of China to stand up for their basic human rights.

3. Justice May Be Delayed, But It Is Not Denied

According to the website of the World Organisation to Investigate the Persecution of Falun Gong (WOIPFG), both Dong Junjie and Zhang Guoxin were previously involved in persecuting and harassing Falun Gong practitioners. Regardless of who has been investigated, this is seen as karmic retribution.

As reported in The Epoch Times’ “Documented Cases of Retribution for Persecuting Falun Gong,” since the Chinese Communist Party (CCP) launched its campaign against Falun Gong in 1999, the Minghui website has collected tens of thousands of cases where individuals suffered retribution for their involvement in the persecution. Those involved came from various walks of life — including members of the CCP Politburo Standing Committee, vice chairmen of the Central Military Commission, heads of the 610 Office, vice presidents of the Supreme People’s Court, former Hong Kong Chief Executives, media personnel, local police officers, and even Western politicians and overseas Chinese.

Some were convicted of corruption, others died of terminal illnesses or sudden ailments, some perished in car accidents or mysterious circumstances, while others lost family members or were torn apart, and in some cases, entire families were arrested for corruption.

For example, on November 12, 1999, the first trial of a Falun Gong case in China was held in Haikou. Presiding Judge Chen Yuanchao illegally sentenced four Falun Gong practitioners to two to twelve years in prison. As a result, Chen was praised by the Central Political and Legal Affairs Commission and the Supreme Court. His court division was awarded a second-class collective merit, and Chen himself received a second-class individual merit. However, in November 2001, Chen was diagnosed with a suspicious "shadow" in his lungs. In March 2002, it was confirmed as lung cancer. He died on September 2, 2003, at the age of 52.

CCTV’s Focus Interview program produced numerous propaganda pieces smearing Falun Gong, including the widely criticised Tiananmen Self-Immolation Incident, which falsely implicated Falun Gong and misled the public both in China and abroad. The chief producer, Chen Hong, was diagnosed with stomach cancer in March 2008. Suffering unbearable pain, she chose to cease treatment and died on December 23, 2008, at the age of 47.

An article titled "The Sudden Death of Ren Changxia’s Husband Reignites Controversy over ‘Model Police’" exposed that Ren Changxia — a police official in Henan who protected criminals and engaged in corruption — was glorified by the CCP as a model police officer. She died tragically in a car crash after persecuting Falun Gong practitioners. In another chilling case, police officer He Xuejian from Hebei raped two female Falun Gong practitioners who were roughly the same age as his mother. Under strong international condemnation, he was sentenced to eight years in prison. Shortly afterwards, he developed penile cancer. Even after a complete penectomy (removal of the penis), he remained in extreme pain and attempted suicide three times.

4. International Warrants for Perpetrators of the Persecution

According to an article from Pure Insight titled "WOIPFG Announcement: Collecting Names and Evidence of CCP Criminals", since the beginning of the persecution in 1999, many perpetrators have fled overseas and transferred illicit assets abroad in an attempt to secure an escape route — all while infiltrating and damaging the international community’s moral and legal fabric.

The announcement states: "We call on all righteous people around the world to take immediate action to comprehensively collect the names and evidence of those involved in persecuting Falun Gong and report them to the World Organisation to Investigate the Persecution of Falun Gong. This is an urgent and necessary step toward preparing for the coming global tribunal to bring the CCP's crimes against humanity to justice. This is not only about holding the guilty accountable, but also about preserving the final conscience of humanity."

The report should include: Names, gender, age, positions, and identifying information of the perpetrators and their relatives. Overseas addresses, travel history (countries, cities, dates, purpose), and details of foreign assets and business activities

The announcement urges conscientious and responsible Chinese citizens and patriots to join in exposing the CCP’s crimes and to uphold the mission of justice.
