Public records indicate that Han Shengyan was born in May 1963 in Zhangjiakou, Hebei. He holds the rank of lieutenant general in the Air Force and has previously served as the deputy chief of staff of the former Chengdu Military Region Air Force, the chief of staff of the former Lanzhou Military Region Air Force, and the deputy commander of the former Chengdu Military Region Air Force. He has been the commander of the Air Force of the Central Theatre Command since July 2018.
As the parade commander, responsible for the overall coordination and on-site management of the parade activities, this role is typically filled by the military chief of the military unit (military region or theatre command) associated with the parade location.
Official information from July 2024 indicates that the former commander of the Central Theatre Command, Huang Ming, has been reassigned to the position of commander of the Northern Theatre Command.

Hong Kong media outlet Sing Tao Daily reported on August 2 last year that it was rumoured that the former commander of the Northern Theatre Command, Air Force General Wang Qiang, was reassigned to the Central Theatre Command. However, the authorities have yet to confirm Wang Qiang's reassignment. Current official information indicates that the political commissar of the Central Theatre Command is Xu Deqing.
On July 31 of this year, a significant number of active-duty generals were absent from the CCP August 1 Reception, including Xu Deqing, the political commissar of the Central Theatre Command, and Wang Qiang, who is rumoured to be the commander of the Central Theatre Command.
Independent commentator Du Zheng previously noted that, given the current military information, the selection of the overall commander is likely to face challenges, and the final candidate may be unexpected. He speculated that one of the temporary solutions the authorities might consider is breaking with tradition and transferring a general from another theatre to take on the role of parade commander. While this may invite international ridicule, it remains a viable option.
In this instance, Xi Jinping, ignoring potential international mockery, appointed Han Shengyan as the parade commander, which supports the notion that Wang Qiang, the commander of the Central Theatre Command, and Xu Deqing, the political commissar, may have encountered difficulties. △
