[People News] Piero Tozzi, Chief of Staff of the Congressional-Executive Commission on China (CECC), told The Dajiyuan that the CCP’s impersonation of The Dajiyuan to send bomb threat emails against the White House and U.S. federal agencies constitutes attacks on the United States and is an act of war by the CCP.
According to an interview with The Dajiyuan reporter Li Chen, he said that the CCP’s cyberattacks in the U.S. against Falun Gong and Shen Yun Performing Arts are also part of the CCP’s unrestricted warfare.
High Vigilance Against Impersonation Emails
Recently, CCP hackers on September 12, September 11, and September 6, respectively, notified The Dajiyuan by email, claiming that they had sent bomb and shooting threat emails under the name of The Dajiyuan to the White House, Department of Justice, CIA, FBI, U.S. Park Police, Lincoln Memorial, and other federal government agencies.
Several threat emails claimed that this was the “consequence of the U.S. government’s failure to help resolve the CCP’s transnational repression.”
Regarding the above situation, Tozzi said, “We are seeing more and more of these impersonation emails. Congressman John Moolenaar, Chairman of the House Select Committee on the CCP, was also impersonated.”
On September 8, the U.S. House of Representatives Select Committee on the CCP issued a statement saying that hackers linked to the CCP impersonated the Committee’s Republican chairman in an attempt to steal sensitive U.S.-China trade negotiation data. The statement said that the House Select Committee on the CCP reminded the public that it has concluded that a series of highly targeted cyber-espionage activities are ongoing and are linked to the Chinese Communist Party.
Tozzi stated, “These are just the two most recent impersonation email incidents (impersonating The Dajiyuan and impersonating Congressman Moolenaar).
“The CCP is waging war on multiple fronts, including impersonation emails to sow confusion.
“Therefore, this is a tactic they (the CCP) are using more and more. We need to be highly vigilant about this.
“We have very good IT support here, we know they (the CCP) are trying to send malware.”
Impersonation Email Attacks Are Acts of War
The CCP’s rogue tactics of transnational repression are escalating. Tozzi said that the CCP’s impersonation email attacks are not only crimes, but also unrestricted warfare by the CCP against the United States—acts of war.
He said, “When we talk about war, we often think of war on the battlefield. But war also includes information war and political war.
“Political warfare is largely based on disinformation and sowing confusion. That’s why we take these hacking attacks so seriously—because they are acts of war.”
“In 1999, CCP military officers Wang Xiangsui and Qiao Liang published a book Unrestricted Warfare. The book claimed that everything can be used as a weapon. I read that book, and what we are seeing now is all part of that unrestricted warfare strategy,” he said.
The definition of “unrestricted” in Unrestricted Warfare is deeply chilling—“So-called unrestricted means going beyond all things that are called or can be understood as limits. Regardless of whether it is material, spiritual, or technical; regardless of whether it is called a ‘limit,’ ‘restriction,’ ‘boundary,’ ‘rule,’ ‘law,’ ‘extreme,’ or even ‘taboo.’”
The Dajiyuan previously commented that the CCP’s proposed “unrestricted warfare” not only seeks to break through traditional rules and bottom lines of warfare, but also to break through the ethical and moral bottom lines that maintain normal social order, striving to destroy opponents by any means necessary. As the authors of the book said, this is a war that thoroughly applies Machiavellian tactics militarily.
Tozzi further stated, “We need to strengthen countermeasures in cybersecurity. We must recognize that this is an attack on the United States.”
He continued, “Clearly, Falun Gong and Shen Yun are both under attack.”
Previously, renowned legal scholar and former Peking University law professor Yuan Hongbing told The Dajiyuan that Xi Jinping in 2022 ordered an escalation of transnational persecution of Falun Gong, mainly through “public opinion warfare” and “legal warfare.”
Since March 2024, a total of 171 recorded anonymous threats targeting Falun Gong groups worldwide, including Shen Yun Performing Arts, have been documented. The Falun Dafa Information Center said that although no actual violence occurred, the threats and intimidation show this is an organized campaign to smear Falun Gong and disrupt civil society.
Among them, between May 29 and June 17 this year, the Falun Dafa Information Center (FDIC) again received several anonymous bomb threat emails. The threats targeted the White House, New York’s Dragon Springs (headquarters of Shen Yun), Catholic University of America, as well as institutions in Taiwan, Finland, and Malaysia.
The Falun Dafa Information Center (FDIC) said these threats were sent via FDIC’s online contact forms or by phone, usually using false identities, including impersonating Falun Gong’s founder, practitioners, or related groups, in an attempt to link Falun Gong with terrorism.
Tozzi believes these attacks are acts of war by the CCP against the United States, and America must be prepared to respond.
He emphasized, “This is not merely a crime, this goes beyond crime—this is part of unrestricted warfare.
“We should recognize this as a war strategy, which is very important—this is an attack.
“The English edition of Unrestricted Warfare by Qiao Liang and Wang Xiangsui is readily available in the U.S. From the book, you see the strategy: everything is a battlefield, information is a battlefield, disinformation is part of their strategy. Therefore, this is not just an issue to resolve—it is an act of war. People need to recognize this and be prepared for it.
“Just like them (the CCP) sending fentanyl into the United States is an attack, this too is a multi-faceted, multi-front attack.”
Fentanyl is a powerful synthetic opioid, 50 times stronger than heroin and 100 times stronger than morphine. Just 2 milligrams of fentanyl (about the size of a pencil tip) can be fatal.
China is the main producer of precursor chemicals for fentanyl. According to investigative journalist Ben Westhoff’s 2019 book Fentanyl, Inc., since 2018 the CCP has encouraged chemical companies and labs to illegally manufacture at least 17 synthetic drugs (including 14 types of fentanyl or analogues) and precursor chemicals for such drugs, using tax breaks, subsidies, and sponsorships. These were smuggled into the U.S., Mexico, Australia, the U.K., Germany, and other countries. These drugs can be easily purchased online or via social media platforms.
According to a report by the Congressional Research Service (CRS), before 2019, China was “the primary source of illicit fentanyl, fentanyl-related substances, and production equipment shipped to the United States.”
In April 2024, the U.S. House Select Committee on the CCP released the results of months of investigation, pointing out that the CCP uses “state power” to manufacture drugs. The report said that as much as 97% of illicit fentanyl entering the U.S. comes from China.
The then-chairman of the Committee, Mike Gallagher, cited the “drug warfare” concept from the CCP’s Unrestricted Warfare, arguing that the CCP’s support of fentanyl exports is part of its “asymmetric warfare” against the U.S., aiming to gain strategic advantage by “creating disasters in other countries.”
Tozzi said, “The current administration is taking measures (to respond), particularly on the fentanyl front. I think they are doing a very good job.”
Using Truth to Counter CCP’s Disinformation Warfare
Tozzi stated that true information must be used to counter the CCP’s disinformation warfare.
He said, “When mentioning such (disinformation) attacks, Taiwan should also be included, because Taiwan is on the frontlines of defending freedom, and Falun Gong is also on the frontlines.
“People need to clearly recognize that this is all part of the CCP’s unrestricted warfare.
“They (the CCP) use artificial intelligence to fabricate false news about Tsai Ing-wen and Lai Ching-te, increasingly using AI and Deep Seek to create fake news.”
Tozzi cited the “Taiwan FactCheck Center” as an example of using truth to counter CCP’s disinformation: “There’s a Chinese saying, ‘Listening to both sides makes one enlightened, listening to only one side leaves one in the dark.’ Taiwan has a nonprofit organization called the Taiwan FactCheck Center, which operates in LINE chatrooms, similar to WeChat and Signal.”
“If in Taiwan an article spreading false information goes viral like a virus, they don’t block it—the Taiwan FactCheck Center responds to it, using truth to counter it.”
He further said, “Countering disinformation is not just through censorship, but by presenting the truth to refute false claims.
“We must use truth to refute disinformation.”
U.S. Society as a Whole Must Confront CCP’s Disinformation Warfare
Regarding how to stop the CCP’s repeated use of fake violent emails to attack Falun Gong, Shen Yun Performing Arts, and The Dajiyuan, Tozzi said that the entire U.S. society must recognize and confront the CCP’s disinformation warfare.
He said, “I think we need a whole-of-society response. Addressing this problem is not just the government’s responsibility—businesses must also protect themselves. They need to invest in cybersecurity.
“At the same time, the public should also be educated to become more discerning consumers of information.
“Especially on TikTok, people cannot easily believe anything they see there. Parents should teach children to recognize the dangers of TikTok, because it is being used to spread disinformation and collect user data.” △
