[People News] [Editor’s Note] Since July 20, 1999, when the Chinese Communist Party (CCP) launched its persecution of Falun Gong, countless practitioners have been tortured to death for refusing to renounce their faith in Truthfulness, Compassion, and Forbearance. Those responsible—headed by Jiang Zemin and Zeng Qinghong—have come to be known as the CCP’s “blood-debt faction.” Over the past 26 years, many of its senior members have met with various forms of retribution or have ruined their own futures. Beginning October 2, 2025, we are publishing a series of representative cases of these officials who have suffered retribution or self-destruction, as a warning to others.
Wang Xiaohong is one of the principal “successors” of Jiang and Zeng’s blood-debt faction.
I. The Death of an 88-Year-Old Korean-Chinese Woman
After Wang Xiaohong became Party Secretary of the Ministry of Public Security (MPS)—effectively its top official—on April 13, 2022, police in Harbin’s Pingfang District, Heilongjiang Province, burst into a private home to arrest Falun Gong practitioners, among them an 88-year-old Korean-Chinese woman named Cui Jinshi.
At 5:45 p.m. that day, Cui’s second son, Park Hu-il, received a police call saying his mother was “critically ill” at Harbin No. 242 Hospital. Within minutes of his arrival, doctors told him she had died. When he entered the room, his mother’s face was ashen, her throat had been cut open, and one shoe was missing.
In less than two hours, several young police officers had taken the life of an elderly woman.
For more than two months after her death, Cui’s body lay in a cold morgue without even burial clothing, because the police withheld her death certificate and gave no explanation. Without documentation, the funeral home refused the family entry. The lead officer was Zhou Lifeng, head of Pingfang District’s Domestic Security Division.
At the time, Cui Jinshi had merely been at home reading Zhuan Falun with six fellow practitioners—a spiritual text teaching people to live by Truthfulness, Compassion, and Forbearance. It has been translated into over 50 languages and is read by practitioners in more than 100 countries. Even within mainland China, owning and reading the book is not illegal.
As the top official responsible for discipline and integrity within China’s public-security apparatus, Wang Xiaohong bears major leadership responsibility for Cui Jinshi’s death through violent law-enforcement abuse.
II. Following in the Footsteps of Zhou Yongkang and Others
Wang Xiaohong became Executive Vice Minister of Public Security (minister-level) in March 2018, Party Secretary of the MPS in November 2021, and Minister in June 2022. Since the CCP’s 20th National Congress, he has also served as Secretary of the Central Secretariat, Deputy Secretary of the Central Political and Legal Affairs Commission, State Councilor, and Minister of Public Security.
Before his tenure, several senior MPS officials had already faced downfall—ostensibly for corruption but, according to Falun Gong sources, truly for their role in persecution. They include:

Zhou Yongkang – former Minister of Public Security, later Politburo Standing Committee member and head of the Political and Legal Affairs Commission; now serving life imprisonment.

Sun Lijun, Fu Zhenghua, Liu Yanping, Wang Likun, Gong Dao’an, Deng Huilin, Liu Xinyun – all purged and sentenced to severe or life terms.
Zhou Yongkang, the highest-ranking police chief in the post-Cultural-Revolution era, died in disgrace, his family shattered. Sun Lijun, Fu Zhenghua, Liu Yanping, and Wang Likun received suspended death sentences later commuted to life without parole; Gong Dao’an got life; Deng Huilin 15 years; Liu Xinyun 14 years.
Had Wang Xiaohong been wise, he would have drawn lessons from these examples. Instead, blinded by ambition, he ignored the truth about Falun Gong, took up the “relay baton” of persecution handed down by Jiang and Zeng, and followed Zhou Yongkang’s doomed path.
Since becoming Executive Vice Minister, Wang has personally overseen and directed nationwide repression of Falun Gong practitioners.
III. The Blood Debts He Owes
According to Minghui.org, between January 2021 and July 2025, 767 Falun Gong practitioners were confirmed dead from persecution:
2021 – 131; 2022 – 172; 2023 – 209; 2024 – 164; Jan–Jul 2025 – 91.
Examples include:

Li Shuangyan, age 45, Hegang City, Heilongjiang Province – abducted Dec 16 2021; dead after one day of detention.

Ji Yunzhi, age 66, Bairin Left Banner, Inner Mongolia – arrested Lunar New Year 2022; died Mar 21 after 48 days of torture.

Hu Yongxiu, age 64, Wuhan City – seized Mar 30 2023 while clarifying the truth; died Apr 5.

Zhou Guixiang, Guiyang City – arrested Aug 2023 while shopping with granddaughter; tortured to death Oct 23 2024, body cremated.

Liu Binghuan, age 38, Jinan City – injected with unknown drugs Sep 29 2024, died Jul 28 2025.
-
Zhang Fengxia, age 52, Daqing City – arrested Aug 11 2025; died Aug 17.
As Executive Vice Minister, then Party Secretary and Minister, Wang Xiaohong bears direct leadership responsibility for these deaths, as well as earlier killings under his command in Fujian, Henan, and Beijing while he served as police chief or provincial security head.
IV. A Key Player in Transnational Repression
On April 17 2023, the FBI arrested Lu Jianwang and Chen Jinping, New York residents charged with establishing a secret CCP police station in the city. The case renewed scrutiny of the CCP’s global network of clandestine “overseas police outposts.”
According to the NGO Safeguard Defenders, since 2016 the CCP has set up 102 such stations in 53 countries, including Germany, France, Italy, Croatia, Serbia, and Romania.
These outposts, posing as “service centers for overseas Chinese,” actually assist Beijing’s transnational repression—spying on, harassing, threatening, and even abducting dissidents, asylum seekers, and Falun Gong practitioners abroad.
Investigations revealed that in January 2022 the Fuzhou Public Security Bureau launched a global initiative to establish such outposts; Lu Jianwang attended its kickoff ceremony in Fuzhou and two weeks later opened the “Fuzhou Police Overseas Service Station (U.S. Branch)” in New York.
Fuzhou PSB was where Wang Xiaohong rose through the ranks. The decision to set up overseas police stations could not have been made without approval from senior MPS leadership—almost certainly including then-Executive Vice Minister Wang Xiaohong.
V. Wang Xiaohong’s Inevitable Fate
Falun Gong is not an ordinary qigong exercise but a high-level Buddhist cultivation practice introduced in May 1992. Praised for its health and moral benefits, it has saved countless lives.
After 26 years of state persecution, Falun Gong has spread even further—to 156 countries and regions—and as of June 22 2025, had received roughly 13,000 awards, proclamations, and letters of support worldwide.
Throughout history, persecutors of righteous faiths have met dire ends.
Even after 26 years of global truth-clarification efforts by Falun Gong practitioners, Wang Xiaohong continues to reject the truth and obstinately follow Jiang and Zeng’s blood-debt faction. This, the article says, is self-corruption and self-destruction.
Wang Xiaohong has been repeatedly named by the New York-based World Organization to Investigate the Persecution of Falun Gong and, in July 2024, was reported by overseas practitioners to 44 countries across Europe, America, Asia, and Australia as a human-rights violator.
Though he persecutes Falun Gong for power and profit, the law of karmic retribution governs all. History shows that evildoers never escape judgment—if punishment is delayed, it is only because the time has not yet come. When it does, no one is spared.
The article concludes that Wang Xiaohong’s ultimate fate will likely be either imprisonment in Qincheng Prison alongside Zhou Yongkang, Sun Lijun, and Fu Zhenghua, or death by natural or divine retribution.
