She Zhijiang Claims to be a Victim of National Security Setup Amid Extradition to China

[People News] She Zhijiang, the founder of the Myanmar gambling group 'Asia-Pacific New City', who was extradited from Thailand to China, previously revealed that he was a former agent of the Ministry of State Security of the Communist Party of China (CCP) and was framed by the party.

At 43 years old, She Zhijiang, also known as She Lunkai (or Tang Lunkai), is a Chinese citizen who also holds a Cambodian passport. In August 2022, the Thai police arrested him based on an international arrest warrant requested by Beijing and a red notice from Interpol, accusing him of running illegal online gambling operations. He has since been incarcerated in a Thai prison.

In May 2024, the Thai Criminal Court ordered She Zhijiang's extradition, a decision that was upheld by another court following an appeal. On November 10 of this year, the Thai Supreme Prosecutor's Office announced that She Zhijiang would be extradited to China within 90 days to 'face trial for illegally operating a casino'.

This extradition occurs just before the Thai king's scheduled visit to China. Thai officials confirmed to Reuters that it was at the request of the Chinese authorities that this suspect was extradited.

She Zhijiang claims to be a victim of the dual tactics employed by the CCP's state apparatus. He stated that he established the Asia-Pacific Group under the directives of the Ministry of State Security of the CCP and insisted that the Water Ditch Valley is part of the CCP's 'Belt and Road' initiative, asserting that the CCP leadership betrayed him because he refused to relinquish control of the project to them.

An insider disclosed to The Epoch Times that while Asia-Pacific New City features gambling, it does not involve online fraud. The Asia-Pacific Group primarily operates casinos and hosts numerous privately-run adult entertainment venues. Additionally, it engages in aquaculture and agriculture, operates building materials companies, large shopping malls, and luxury hotels, and has money lending businesses spread throughout.

Following his arrest and imprisonment in Thailand, She Zhijiang (佘智江) not only revealed that he was a former agent of the Chinese Communist Party's Ministry of State Security but also claimed he was framed by the CCP. However, there is a growing online narrative regarding She Zhijiang's alleged involvement in online fraud.

A netizen on X, Li Nanfeng (李南飛) (account: @nanfeili), posted: "What I know: 1. She Zhijiang has never committed fraud. What he has done, both Ho Hung San and Xu Jiayin have also done. 2. The KK Park has no connection to She; the actual KK owners are several individuals from Fujian, and Duan Zhengli and Yin Guoju hold shares in KK. I know the real person in charge of KK is nicknamed 'Winter Melon.' 3. Asia-Pacific New City is a demonstration project of the Belt and Road Initiative, which is a fact. 4. She is merely a scapegoat. His fate reflects the plight of grassroots wealthy businessmen in China."

Li Nanfeng further explained in his post that She Zhijiang was invited by Thai officials to visit Thailand, but was detained due to issues with his tourist visa. It was only after entering prison that She discovered he had been listed as a red notice by an international organisation.

Li also shared: "Those who engage in brainwashing do not ask questions; they only repeat conclusions. Think critically; everyone can find the answer!" He then included a photo of Li Fuquan, the founding president of the China-Myanmar Economic Cooperation Development Promotion Association and the World Hongmen Organisation (WHO), alongside He Xiqing (何西慶), the vice governor of Hainan Province. Is this suggesting that the two are the influential figures behind the scenes?

According to publicly available information, He Xiqing, born in June 1958, hails from Zhenyuan, Gansu Province. He served as the Deputy Secretary and Deputy Director of the Party Group of the Hainan Provincial People's Congress Standing Committee from January 2018 until his resignation in January 2022.

While there is no resume available for Li Fuquan, he holds a variety of significant positions:

This role resembles that of a 'white glove.' A 2022 Sohu News report titled 'Welfare Group Executives Invited to Attend Myanmar Construction Association (Yangon Headquarters) Seminar' indicates that Li Fuquan is linked to Wang Jianlei, the president of the Kokang National Business Association in Myanmar. This raises the question: Is Li also connected to the Kokang Alliance and the CIA, similar to Ye Hanbing? Does he possess an 'industrial park' like She Zhijiang?

At present, the allegations surrounding the She Zhijiang case require further verification. However, discussions regarding the potential collusion between high-ranking officials of the Communist Party of China and organised crime continue to be highlighted by many commentators.

Self-media figure Jiang Wang has mentioned the Xi'an Fang Hongwei case, alleging that several coal magnates from Shaanxi have informed him that Xi Yuanping is involved in coal mining and organised crime in the region. This leads to broader evaluations of Xi Jinping's leadership style, with claims that Xi Jinping essentially embodies the characteristics of a crime boss. If these assertions hold true, does the Communist Party's increasingly family-oriented and closed management model create an environment conducive to the emergence and entrenchment of organised crime? This issue warrants further observation and verification.
