[People News] On December 9, 2025, on the occasion of Human Rights Day, Doctors Against Forced Organ Harvesting (DAFOH) held an international seminar. Politicians from multiple countries and well-known experts condemned at the meeting the CCP’s practice of forcibly harvesting organs from Falun Gong practitioners and other prisoners of conscience, calling on more countries to adopt legislation and accountability measures to stop this crime of genocide.
UK MP: CCP is Mass Harvesting Organs from Falun Gong Practitioners

UK MP Jim Shannon said, “The CCP’s systematic persecution and human rights violations against Falun Gong have continued for more than 20 years.”
“Falun Gong practitioners are facing increasingly severe large-scale surveillance, torture, and arbitrary detention.”
Falun Gong is a Buddhist spiritual discipline based on the principles of “Truthfulness, Compassion, Forbearance,” consisting of five sets of exercises. It is widely welcomed by mainland Chinese for its remarkable health benefits. Before 1999, the number of Falun Gong practitioners reached 70–100 million. In 1999, Jiang Zemin, the former CCP leader, fearing that Falun Gong’s values of “Truthfulness, Compassion, Forbearance” differed from the CCP’s atheist ideology and that the number of practitioners exceeded that of CCP members, ordered a campaign of eradication.
For more than 26 years, the CCP has used more than one hundred methods of torture on Falun Gong practitioners, including brutal beatings, sleep deprivation, injection of nerve-damaging drugs, electric shocks, force-feeding, killing, sexual assault, and forced organ harvesting.
MP Shannon condemned the CCP’s mass harvesting of organs from Falun Gong practitioners.
He said, “It is shocking that reliable reports indicate the existence of forced organ harvesting, and some reports suggest that this practice has reached a commercial scale.
“The evidence appears to show that vital organs such as hearts, kidneys, and livers are removed from detainees without their consent, all carried out with the knowledge and legal awareness of the CCP authorities.
“Falun Gong practitioners are forced to undergo blood tests and other examinations, and detention centers have become so-called ‘organ banks.’ This provides a dual purpose for the CCP authorities: further suppressing Falun Gong practitioners while supplying organs. As a result, organ transplant waiting times (in China) are unusually short.
“Such actions of forced organ harvesting can never be tolerated. We must raise our voices to ensure this practice is completely stopped.”
Former Dutch MP: Hopes Europe Will Pass the “Falun Gong Protection Act”

Former Dutch MP Harry van Bommel said that the “Falun Gong Protection Act,” which has passed the U.S. House of Representatives and is under consideration in the Senate, “should become a model for countries around the world to follow.” “This bill should also be passed by the European Parliament.”
On May 5, 2025, the U.S. House of Representatives passed the “Falun Gong Protection Act” (H.R.1540), which focuses on imposing sanctions and other measures against the CCP’s forced organ harvesting of Falun Gong practitioners and other human rights abuses.
On May 7, 2025, the U.S. House of Representatives passed the “Stop Forced Organ Harvesting Act of 2025,” to punish the CCP’s organ harvesting from prisoners of conscience.
Van Bommel stated that the CCP’s actions toward Falun Gong practitioners constitute “a cruel genocide,” “a slowly unfolding genocide.”
He said that the persecution of Falun Gong practitioners has not received sufficient attention.
“Unfortunately, we see that Europe pays less attention to Falun Gong practitioners than to Uyghurs and Tibetans.”
German MP: Criminal Penalties for Those Involved in Organ Harvesting and Organ Trafficking

German MP Nicole Höchst stated that many of the victims of forced organ harvesting are Falun Gong practitioners and Christians.
She said, “We need a law to end impunity and close legal loopholes; to require complete transparency (in the organ transplant system), and to ensure that no organ enters our medical system without verified voluntary consent, legal sourcing, and medical safety.
“This law will introduce, for the first time, binding due-diligence obligations, binding documentation requirements, and binding controls on organ imports.”
“The core principle is simple: no organ may be harvested without voluntary informed consent; no transplant may take place without fully verifiable proof of legal source.” She said organ imports from countries with unreliable procurement systems must be banned; and using business models based on poverty, coercion, or political detention must be prohibited.
“Crucially, this law will criminalize organ transplant tourism, including acts performed abroad.”
Swedish MP: CCP Forced Organ Harvesting Is a Test for All Humanity

Swedish MP Nima Gholam Ali Pour said, “(The CCP’s forced organ harvesting) is an industry built on blood. Silence is complicity. As long as the Chinese Communist Party regime continues organ trading, as long as people are killed for their beliefs, as long as the world pretends nothing is happening, we have the responsibility to continue speaking out…
“If we cannot oppose such despicable actions—the state stripping organs from its citizens—then we have no right to speak of human rights.”
“This is not just China’s issue, but an issue for all humanity,” he said. “What is happening in China is a test for all humanity.”
David Matas: CCP Is Committing Genocide Against Falun Gong

Internationally renowned human rights lawyer David Matas stated that Falun Gong practitioners become the targets of forced organ harvesting because the CCP seeks to eliminate Falun Gong.
Matas noted that from the very beginning, the CCP implemented genocidal persecution against Falun Gong.
He said, “On November 30, 1999, Li Lanqing announced to 3,000 CCP officials in the Great Hall of the People the policy against Falun Gong: ‘defame them in name, bankrupt them financially, and destroy them physically.’”
Matas asked and answered his own question: “Why do Falun Gong practitioners become the targets of forced organ harvesting?”
“Because they are Falun Gong practitioners,” he said. “Falun Gong practitioners become victims not because of the money the CCP can gain from persecution, but because of their identity.”
Matas stated that what the Communist Party cares most about “is its own survival as China’s ruling power.”
“This may seem absurd to outsiders, but the Party holds a paranoid view that Falun Gong is its main threat to continuing to rule China.”
WOIPFG Chairman: CCP Conducts State-run, Systematic Organ Harvesting

Wang Zhiyuan stated that since the end of 1999, the CCP has used the entire state apparatus—including the Party, government, military, police, judiciary, and medical system—to implement systematic organ harvesting of Falun Gong practitioners nationwide.
Between December 2019 and January 2020, several investigators from WOIPFG, including Wang himself, conducted phone investigations of Dr. Li Guowei of the transplant department at Xijing Hospital of the Air Force Medical University.
In the investigation, Li Guowei explicitly admitted: “We can provide organs from Falun Gong practitioners,” and even said, “We can let you see the person in his twenties with your own eyes.”
On June 24, 2015, WOIPFG investigators, posing as Jiang Zemin’s secretary, spoke with Politburo Standing Committee member Zhang Gaoli, requesting him to stop efforts within the Politburo to hold Jiang Zemin accountable for ordering the organ harvesting of millions of Falun Gong practitioners. Zhang did not deny it; instead, he agreed he would “certainly” stop accountability efforts at the Politburo meeting.
Wang said, “This amounts to indirectly acknowledging that the inside already knew about and tolerated this.”
As of September 20, 2024, WOIPFG had published 413 investigation reports on the CCP’s forced organ harvesting of Falun Gong practitioners, 866 audio recordings, and more than 2,000 supporting documents, including 66 recordings directly confirming or admitting the existence of organ harvesting. These recordings come from high-level CCP officials, military doctors, hospital presidents, department heads, and lead transplant surgeons.
U.S.–Canada Licensed Attorney: CCP’s Multi-layered Persecution and Transnational Disinformation Warfare

Richard An stated that the CCP’s persecution of Falun Gong is “multi-dimensional,” “brutal,” and “normalized.”
An stressed that the CCP’s disinformation warfare has become “transnational,” and that this comes from orders at the highest levels of the CCP.
He said that in October this year, the NATO Parliamentary Assembly released a report titled “Protecting the International Community from the PRC’s Disinformation Influence.” The report identified two key changes in CCP disinformation operations after the COVID-19 pandemic.
He said, “First, geographic expansion. CCP disinformation previously targeted mainly its domestic population and its neighbors, but now the focus has shifted to the international community, especially the United States.
“Second, the CCP’s disinformation strategy has shifted from defensive to offensive. It is no longer satisfied with targeting its critics but aims to fundamentally overturn the narrative, recasting itself as the protagonist and the only ‘just’ voice internationally—this aligns with the ideology that supports genocide.”
He said that the CCP weaponized the U.S. mainstream media outlet The New York Times, which published more than a dozen articles attacking Shen Yun Performing Arts, an example of the CCP’s “multi-dimensional disinformation” in action.
49 Unethical Organ Transplant Papers Retracted

Wendy Rogers stated, “One very effective measure we have taken is to seek the retraction of unethical research papers based on organs harvested from prisoners of conscience (clearly without their consent).”
“To date, 49 papers have been retracted.”
Rogers said ETAC draws attention to the connection between forced organ harvesting and broader business and human rights issues.
She said, “This work is very unique and the first of its kind globally. It identifies all stakeholders involved in organ transplantation and their obligations under human rights law to pay attention to whom they engage with and what is happening at the end of these supply chains. For example, clinicians may be involved in training Chinese surgeons who later return to China and participate in organ harvesting. Hospitals may exchange visits or conduct joint training programs, and Chinese hospitals involved in organ harvesting may have research collaborations with universities abroad.”
Rogers also highlighted a statement released in November this year by the Inter-Parliamentary Alliance on China (IPAC). The statement condemned the CCP’s forced organ harvesting and proposed six legislative recommendations to prevent citizens, institutions, and governments of various countries from assisting the CCP’s organ harvesting. IPAC is an international organization composed of more than 290 cross-party parliamentarians from 43 countries and the European Union.
DAFOH Europe Deputy Director: Nearly 500,000 People Call for Global Accountability and Legislation

Harold King stated, “The CCP’s cruel genocidal actions against Falun Gong practitioners constitute a slow, long-term, and unrestrained destructive persecution inflicted on the Falun Gong community.”
King noted that close to 500,000 people have signed the “G7+7” petition launched in 2024. The petition calls on the world to take accountability and legislative action to stop the CCP’s persecution of Falun Gong and forced organ harvesting.
Currently, Israel, Spain, Italy, Canada, the UK, Taiwan, and other countries and regions have passed laws banning their citizens from receiving illegal organ transplants. The U.S. state of Texas has also passed legislation prohibiting residents from receiving illegal organs.
