The Chinese Communist Party Expands Its Repression Overseas, Prompting a Comprehensive Response from Democratic Nations

[People News] On February 8, 2006, in Atlanta, Georgia, a previously quiet night turned violent. At the residence of Dr. Li Yuan, the global technology director of The Dajiyuan, two assailants broke in, one of whom was armed. They covered him with a blanket and assaulted him, subsequently binding him and sealing his eyes and mouth with tape. Shortly thereafter, two additional accomplices arrived, prying open his file cabinet and stealing two laptops, while leaving behind more valuable items.

Li Yuan's friend, Wang Xueke, vice president of The Dajiyuan, remarked that the assailants were not motivated by financial gain; they only took computers and external hard drives. Their intent was twofold: to disrupt The Dajiyuan' technology and to issue a threat.

The attack on Li Yuan highlights a troubling reality for mainstream Western society: the violent repression by the Chinese Communist Party extends beyond its borders.

One week after Li Yuan was attacked, the U.S. Congress convened a hearing regarding the incident. Despite his injuries, he attended and was praised by Congressman Dana Rohrabacher as a 'hero of American freedom'. Following this, Tang Zhong, president of the Dajiyuan Group, formally wrote to Congress requesting an investigation and accountability for those behind the attack.

This incident marked the beginning of a continuous and unbroken pattern of transnational repression, with the Chinese Communist Party even establishing numerous secret police stations abroad.

From individual cases to institutionalization: Secret police stations in New York's Chinatown

On February 15, 2022, at 107 East Broadway in New York's Chinatown, the Chinese Consolidated Benevolent Association held a ceremony to establish the 'Fuzhou Police and Overseas Chinese Affairs Service Station.' This site, which occupies an entire floor of an office building in Manhattan's Chinatown, would later be formally identified as a Chinese Communist Party overseas secret police station in a U.S. Department of Justice indictment four years later.

On December 18, 2024, Chen Jinping, the former secretary-general of the Chinese Consolidated Benevolent Association, pleaded guilty in the Brooklyn Federal Court in New York, admitting to acting as an agent of the Chinese Communist government without U.S. government authorization. He was sentenced to three years in prison on May 30, 2025. His co-defendant, Lu Jianwang, opted not to plead guilty, and the case is scheduled for a hearing on May 6, 2026.

The details disclosed in the indictment are significantly more intricate than they may seem at first glance. In 2015, during Xi Jinping's state visit to the United States, protests were organized by Falun Gong practitioners and democracy advocates across the country. The indictment states that Lu Jianwang was given explicit orders by Chinese Communist Party law enforcement agencies to mobilize personnel to Washington, D.C., to orchestrate a 'counter-protest' against a Falun Gong rally.

An official from the Ministry of Public Security of the Communist Party personally presented him with an honorary plaque at the scene—this plaque, awarded years earlier, later served as crucial evidence in federal court demonstrating his ties to the Communist Party. Investigations revealed that Lu Jianwang personally tracked and secretly photographed specific Falun Gong practitioners, sending the surveillance images to Chinese officials; he also confessed to the Federal Bureau of Investigation (FBI) that he kept in contact with the former director of the '610 Office,' which oversees Falun Gong matters.

This is certainly not an isolated incident. In April 2023, the Eastern District of New York Federal Prosecutor's Office released a criminal complaint, charging 40 defendants for their involvement in the Chinese Communist Party's transnational repression efforts, while also filing lawsuits and issuing arrest warrants against 34 Chinese police officers living in mainland China. A report from the human rights organization 'Defend the Defender' highlighted that the Communist Party has set up over 50 overseas police service stations globally.

The 'Global Coalition to Investigate the Persecution of Falun Gong' has obtained confidential intelligence indicating that since 2022, the CCP has intensified its transnational suppression of Falun Gong. This operation is a national-level initiative orchestrated under Xi Jinping's strategic framework, led by Chen Yixin, the Minister of State Security, and Wang Xiaohong, the Minister of Public Security. Internal documents even explicitly outline objectives such as 'utilizing American laws to undermine America'.

According to the latest investigation released by the 'Falun Dafa Information Center' on July 2 of this year, a survey of 1,080 Falun Gong practitioners across 41 states in the U.S. revealed that 48% of respondents experienced transnational suppression by the CCP in the past four years. The methods employed included personal attacks, harassment, property loss, violent threats, surveillance, and retaliation against relatives in mainland China. Since 2020, a total of 646 cases have been documented, with a notable increase beginning in 2023, closely aligning with Xi Jinping's directive to fully escalate transnational suppression in 2022.

Comprehensive countermeasures from Western democratic countries.

As the Chinese Communist Party (CCP) continues to weave an increasingly complex web of influence, Western nations have notably intensified their countermeasures in recent years. In 2017, the "World Organization to Investigate the Persecution of Falun Gong" submitted a list of persecutors to the U.S. government. That same year, the Taiwan Falun Gong Human Rights Lawyers Group presented a list to the U.S. State Department and Congress, naming 40 accused officials, including Jiang Zemin and Luo Gan. The government of the Republic of China subsequently confirmed that it had barred three CCP officials involved in the persecution of Falun Gong from entering Taiwan.

In December 2017, the U.S. government officially enacted sanctions for the first time under the Global Magnitsky Human Rights Accountability Act, blacklisting 13 individuals, including Gao Yan, the director of the Chaoyang branch of the Beijing Public Security Bureau, who were implicated in the deaths of rights defenders. To date, the United States, the United Kingdom, Canada, the European Union, and at least seven other countries have enacted similar legislation.

On June 16, 2026, the European Parliament passed a resolution urging the EU and its member states to adopt a "zero tolerance" policy towards transnational repression, calling for stringent measures and sanctions against various forms of transnational repression occurring within the EU.

Since the spring of 2025, the French counter-espionage agency has dismantled nine illegal CCP overseas secret police stations. The French General Directorate for Internal Security has announced the launch of a "Counter Transnational Repression" initiative, allowing victims to report incidents directly.

On July 16, U.S. Assistant Secretary of State Riley Barnes stated that transnational repression violates U.S. sovereignty, and the United States will take strong action and hold those responsible accountable. The U.S. will employ all appropriate means to hold Chinese Communist Party officials accountable for the persecution of groups such as Falun Gong.

Trump: Communism is deadlier than war

On July 8 of this year, during a press conference at the NATO summit in Ankara, Turkey, New Tang Dynasty Television White House reporter Iris Tao posed a question to U.S. President Trump: What message does the President wish to convey to those living under communist or socialist regimes, as well as to those in democratic societies who may not yet realize that communism is encroaching upon their doorstep?

Chuanpu's (Trump's) response was more forceful than many had anticipated. He asserted that the current threat of communism facing the United States is more serious than the dangers encountered during World War I, World War II, the 9/11 terrorist attacks, and even the Pearl Harbor incident. He emphasized that once a society embraces communism, it cannot revert — 'You will die in poverty and despair, in a miserable state, and everything will become very evil and very ugly.' He also noted that communism 'has become an international phenomenon,' but 'it has never succeeded and will never succeed'.

The Dajiyuan editorial titled 'The Devil is Ruling Our World' highlights that in Russia, China, or Cuba, communists promise equality, yet what they deliver is death and poverty. Even by the most conservative estimates, communism has resulted in the deaths of up to 100 million people worldwide; in China, the regime detains a significant number of conscience prisoners and even deprives them of their lives on a large scale through organ harvesting.

The conversation between Tao Ming and Trump, along with the accompanying comments, encapsulates the essence of this series of reports—Gao Rongrong's disfigurement, Liu Chengjun's death in prison, Gao Zhisheng's disappearance, the false bomb threats faced by Shen Yun, and the violence suffered by Li Yuan in Atlanta. This is not merely a case of religious persecution confined to China's borders; it represents an ideological threat, a systematic assault on the dignity and freedom of all humanity.

Conclusion

Since the order was issued on July 20, 1999, 27 years have passed. The Chinese Communist Party (CCP) has employed nearly every conceivable state mechanism and underhanded tactic—brainwashing classes, labor camps, psychiatric hospitals, torture devices, electric shocks, live organ harvesting, slanderous media, implicating lawyers, and intimidating art troupes—in a desperate attempt to erase the principles of 'Truth, Compassion, Forbearance' from existence.

Yet, the reality over these 27 years has been starkly different: Gao Rongrong's name was mentioned during a hearing in the U.S. Congress; the Changchun TV interruption incident was turned into a documentary competing for an Oscar; a statue of Gao Zhisheng now stands in California's Freedom Park; Shen Yun returned to the stage in Toronto following the false bomb threats; and twenty years after Li Yuan was attacked, the mastermind behind the secret police in New York's Chinatown found himself in the defendant's seat of a federal court. After 27 years of turmoil, the CCP has not only failed to suppress Falun Gong but has instead moved closer to facing judgment from the international community and the brink of disintegration.
