The Ma Xingrui Case Reveals Who Controls the Chinese Communist Party

[PeopleNews] On December 7, self-media figure Jiang Wangzheng once again disclosed the developments in the Ma Xingrui case, and the outcome was unexpected for him. He remarked, 'Xi Jinping thought he had raised a big rat, but it turned out to be a zombie.' This implies that the Ma Xingrui case involves too many individuals. Jiang Wangzheng assessed that Ma Xingrui has directly undermined half of Xi Jinping's power. He stated, 'Regarding his revelations, there are two factions within the party. Xinjiang Chairman Chen Xiaojian, State Council Premier Li Qiang, and Guangzhou Provincial Party Secretary Huang Kunming encourage him to speak more, while Central Secretariat Secretary Cai Qi, Chongqing Municipal Party Secretary Yuan Jiajun, and Tianjin Municipal Party Secretary Chen Min'er want him to remain silent. Ma Xingrui might even hire an Australian hitman to eliminate him.' What kind of facts could lead Xi Jinping's faction to take sides and instil fear in Jiang Wangzheng?

1. Socialite Wu Wangfang in the Political and Business Elite Network

The Ma Xingrui case revealed by Jiang Wangzheng involves the former Xinjiang Chairman Chen Weijun's girlfriend, Wu Wangfang, a socialite from Wenzhou. In 2012, Wu Wangfang introduced her girlfriend, Ms Zhang, to Wu Kaifeng, who was then a member of the Wenzhou Municipal Party Committee and Secretary-General, referring to Wu Kaifeng as 'brother.'

In 2013, The Epoch Times reported on the incident, noting that Zhang Mou met Wu Wangfang via WeChat in July 2012, stating, "Wu specialises in introducing girlfriends to officials." The article further revealed that Wu Kaifeng embezzled 1.4 billion yuan. Jiang Wangzheng disclosed that Wu Kaifeng was ultimately only dismissed from his position and later ventured into business. At the time of the incident, the Secretary of the Wenzhou Municipal Committee was Chen Derong, who later became the head of Baosteel, while the mayor was Zhao Yide, who subsequently served as the Secretary of the Shaanxi Provincial Committee. The then Secretary of the Jinhua Municipal Committee, Chen Yixin, who later became the Minister of State Security, was responsible for covering up for Wu Kaifeng.

2. Qingtian is a spy nest left over from the former Soviet Union, controlled by the Ye family.

Jiang Wangzheng revealed that Wu Wangfang entered the Wenzhou political scene through her boyfriend from Qingtian, becoming a socialite. Qingtian, Zhejiang, is a well-known hometown of overseas Chinese, with 70% of its residents holding foreign green cards. Wu Wangfang hails from Yueyang Village in Yingchuan Town, Jingning She Autonomous County, and it is rumoured that this area produces the best "mamasan" in the country.

On Tread, someone explained, "Zhejiang Qingtian is a famous hometown of overseas Chinese, with a population of 700,000, half of whom are overseas Chinese. Since the Qing Dynasty, people have emigrated due to poverty, making it an immigrant country. The primary destinations have been the UK and France. France served as a spy training school established by the Soviet Communist International in a third country, training individuals to return home to subvert the government and promote the communist movement." An article published by the Chinese Academy of Sciences titled "France Was Once a Stronghold of the KGB" highlighted the significant infiltration of former Soviet spies into France.

In 2023, The Epoch Times published an article titled 'CCP Public Security Exposes the Operation of Overseas Police Stations,' which revealed that Yan Huarong, the deputy director of the police bureau, stated that the Qingtian County Public Security Bureau has established 314 overseas Chinese organisations in collaboration with embassies and consulates. One of their key tasks is to promote the so-called overseas anti-X teachings governance, targeting various activities conducted by organisations such as 'Falun Gong' abroad, including interference with Shen Yun.

Jiang Wangzheng mentioned that around 2013, his friend Ye Sangnan's father served as the secretary of the Qingtian County Committee. Publicly available information from Baidu indicates that the current secretary of the Qingtian County Committee is also named Ye, specifically Ye Shuiyuan, suggesting that the Ye family has maintained control over Qingtian County for a long time.

The common saying 'two Guang, one Ye' refers to Guangzhou and Guangxi, which were controlled by Ye Jianying. His son Ye Xuanning once held power over the Third Department of the General Staff of the CCP, which is responsible for military espionage, until Xi Jinping took office and transferred it to him. Currently, the three brothers of the Ye family, Ye Xuanning and Ye Xuanping, have passed away, while Ye Xuanzheng, chairman of Poly Real Estate Group, is still alive. There are rumours that Poly operates as an arms dealer, with real estate being a secondary business.

Jiang stated: 'Ms. Wu Wangfang has connections with the Wenzhou Municipal Party Secretary Chen Derong and Chen Weijun, a member of the Zhejiang Provincial Committee Standing Committee and Wenzhou Municipal Party Secretary. Wu enjoys taking bed photos. She also has a sister who accompanies Xia Baolong. Additionally, Wu has a younger brother named Wu Hua, who serves as Chen Weijun's personal secretary and is currently hiding in Ruian, Wenzhou, under local protection. The central government has indicated that if Wu Hua does not go to Yunnan or Guangxi, he will not face investigation.' Jiang Wangzheng disclosed that Wu Wangfang possesses both official and business resources and has a close relationship with the wife and sister of Wenzhou real estate tycoon Hu Xingrong.

According to publicly available information, Hu Xingrong manages the Dofu Group, which reported a revenue of 218.9 billion yuan in 2024, with total assets amounting to 143.3 billion yuan by the end of the year. In that same year, Hu Xingrong not only entered the Hurun Global Rich List with a personal fortune of 13 billion yuan but was also re-elected as the president of the Beijing Wenzhou Chamber of Commerce on December 15. In 2025, the 21st Century Business Herald reported that he became embroiled in an economic dispute.

Online public information does not identify a businessman named Wu Hua from Wenzhou; however, an article from Wenzhou Ruian titled 'The Wu Siblings of the 'Red Second Generation' Revisit the Paper Mountain Revolutionary Old Area' reveals that Wu Zongyi's father, Wu Rongying (1911-1990), followed Liu Ying into Wenzhou to engage in underground revolutionary activities from 1938 to 1940. Before the Communist Party took control of Wenzhou, he served as the secretary of the Communist Party's Jersey District Committee and was part of the Communist spy faction.

Jiang Wangzheng disclosed: 'During the Spring Festival in 2022, Xia Baolong travelled to Zhejiang, accompanied by then Vice Chairman of Xinjiang Chen Weijun and Chongqing Municipal Party Secretary Yuan Jiajun. The head of the Hong Kong and Macao Affairs Office inspection team, Shi Kehui, was also present, and later, Xia Baolong's girlfriend and Wu Wangfang made an appearance.

Wu Wangfang suggested that her brother, Wu Hua, accompany Chen Weijun to Xinjiang. Following this, Chen Weijun travelled to Shenzhen to meet Wu Wangfang, accompanied by Shi Kehui and Liu Liansheng, the former secretary of the Shenzhen Municipal Committee, with Rong Li also present. Rong recognised Wu Wangfang's significance and acknowledged her as a goddaughter, presenting her with a 'Prudential Insurance Policy' from Hong Kong valued at 2 million Hong Kong dollars. In return, Wu Wangfang also gifted insurance policies, including a 500,000 policy for Chen Weijun's brother Chen Weijie's northeastern girlfriend and a 700,000 policy for Chen Weijie's daughter. These policies could generate commissions and be refunded, carrying no legal liabilities. In September 2025, sensing potential issues, Wu Wangfang increased the policy for Chen Weijie's northeastern girlfriend by 200,000.

Jiang Wangzheng expressed his ignorance regarding the situation, describing it as quite troublesome, which left him too frightened to speak out. However, up to this point, it merely reflects the colourful life of the political world; what could truly frighten him? Perhaps it is due to the involvement of Xia Baolong.

3. The Executor of the National Security Law - Xia Baolong

Xia Baolong, born on December 2, 1952, is a former vice-national-level leader. He currently holds the position of Executive Deputy Leader of the Central Leading Group for Hong Kong and Macao Affairs. His father, Xia Zhenzhong, hailed from Xiangnan, Jinyun County, Zhejiang, graduated from the second class of Whampoa Military Academy, and later settled in Tianjin. Ye Jianying was the director of the recruitment office at Whampoa Military Academy in his early years.

On March 14, 2018, 66-year-old Xia Baolong was elected as the Vice Chairman and Secretary-General of the 13th National Committee of the Chinese People's Political Consultative Conference, thus advancing to the vice-national level.

Following several months of protests against the extradition bill in the latter half of 2019, Xia Baolong was appointed as the Director of the Hong Kong and Macao Affairs Office of the State Council on February 13, 2020, while also serving as the Executive Deputy Leader of the Central Leading Group for Hong Kong and Macao Affairs.

During the anti-extradition protests in Hong Kong, Xia Baolong made a strong statement in late May while meeting with members of the Hong Kong Political Consultative Conference, declaring, "The black violence has crossed the line; the central government has tolerated it for too long and is ready to take action against it." 

His stance was supported by Ye Liu Shuyi, a member of the Hong Kong Legislative Council. Although her husband, Ye Wenhao, has not publicly disclosed information, his name bears a resemblance to that of Ye Jianying's daughter, Ye Wenshan. After marrying, Ye Liu Shuyi quickly rose to prominence in Hong Kong's security sector, becoming the Secretary for Security in 1998. 

This suggests that the key figures behind the Hong Kong National Security Law are Xia Baolong and Ye Liu Shuyi. 

4. The Ma Xingrui case also implicates a significant portion of Xi Jinping's political landscape. 

Jiang Wangzheng revealed that the Ma Xingrui case is referred to as Project 530, overseen by Liu Jinguo, and involves 51 individuals at the ministerial and vice-ministerial levels. Public data indicates that there are 300 full ministers and between 2,700 and 4,500 vice-ministers across the country. Jiang Wangzheng noted that following the exposure of the cases involving former Xinjiang Party Secretary Chen Quanguo and Chen Weijun, the Chinese Communist government has effectively come to a halt due to the extensive number of individuals involved, with seven deputy national-level officials from Xinjiang being taken into custody. 

On December 7, Jiang Wangzheng disclosed that Chen Rushen, a representative of the Hangzhou Municipal People's Congress and chairman of Hangzhou Shenhao Technology Co., Ltd., was taken away, with the company's market value reported at 3.3 billion yuan. 

Shan Junbao, chairman of Shanghai Zhongjin Private Equity Management Co., Ltd., has been financially supporting two women: one is Ma Xingrui's daughter, who earns an annual salary of 600,000 yuan without working, and the other is Chen Weijun's daughter. 

The case also involves Mo Yuanfei, chairman of Guangzhou Construction Co., Ltd. 

Liu Liansheng, who previously served as a member of the Standing Committee of the Shenzhen Municipal Committee, Secretary of the Municipal Committee, and Director of the Municipal Supervisory Committee.

Xia Baolong and his father-in-law, Liao Chunlong, served as the deputy director of the Standing Committee of the People's Congress of Jintang County in December 2016.

Zhu Zhongming was appointed vice minister of finance in 2021. Jiang Wangzheng disclosed, 'Zhu is responsible for transferring funds to Ma Xingrui. However, in July 2024, he was reassigned to Shanghai, where he currently serves as the secretary of the Shanghai Political and Legal Committee. This suggests that the investigation into Ma Xingrui began in July 2024.'

Shi Kehui, hailing from Yuyao Cixi, is a fellow townsman of Han Zheng. Jiang Wangzheng previously mentioned that Yuyao Cixi is generally under Han Zheng's jurisdiction. Thus, is Han's recent disappearance connected to this? It remains uncertain.

5. A significant influence on the global political landscape

Media personality Yuan Hongbing has reported that Xi Jinping is facing a crisis of dictatorial power. The investigation into Ma Xingrui stems from directives given by He Weidong. He himself reached a political consensus through Ma Xingrui's brother, Ma Xingquan. When Xi Jinping's regime is overthrown, Ma will provide political and economic support, while He will contribute military strength.

In 2024, Zhai Shanying revealed on a program that the United States controls the political landscape of the Chinese Communist Party, leading to its disintegration in a manner reminiscent of Stalin's Soviet Union. Those around him will influence his policies, pushing him further left and making him increasingly isolated.

On December 6, President Trump unexpectedly changed his position on U.S. security law, which may be linked to the significant upheaval within the CCP. Notably, President Trump's advisor, who is white, also shares the surname Ye, named Ye Wanghui.

Ye Jianying married Zeng Xianzhi, the first member of the Communist Party from the Zeng Guofan family. The next generation carries the character 'Qing', such as Zeng Qinghong. During the Qing Dynasty, Yu Mingzhen married Zeng Guofan's granddaughter, and Jiang Jingguo's daughter, Jiang Xiaozhang, married Yu family heir Yu Yanghe.

In other words, the United States, Russia, Taiwan, Hong Kong, and France are all influenced by the Ye family, the Zeng family, and the Yu family; these figures represent the true deep state of the Chinese Communist Party.

Consequently, the visits of high-ranking officials to Russia, French President Macron's trip to China, and Trump's sudden shift in position appear to be connected to the power struggle involving Xi and the three families of Ye, Zeng, and Yu. Therefore, the decision to attack Taiwan will also depend on the sentiments of the Ye, Zeng, and Yu families.
