Closely Following Jiang and Zeng in Harming Good People, Aiding Tyranny and Inviting Great Disaster

[People News] During the 27 years of the Chinese Communist Party’s persecution of Falun Gong, a “blood-debt clique” headed by Jiang Zemin and Zeng Qinghong was formed. Over these 27 years, from the central government down to the local levels, a large number of officials at all levels who actively followed Jiang and Zeng’s “blood-debt clique” in committing evil have suffered retribution in various forms. Here, six typical cases are highlighted.

First, Wu Jianmin died in a bizarre car accident.

On July 20, 1999, CCP dictator Jiang Zemin mobilized the entire state apparatus to launch the persecution of Falun Gong.

At that time, Wu Jianmin, who served as China’s ambassador to France, was the first person in the CCP diplomatic system to actively follow Jiang and Zeng in persecuting Falun Gong.

On October 25 of the same year, on the eve of Jiang Zemin’s visit to France, he accepted a written interview with a reporter from France’s Le Figaro and for the first time publicly slandered “Falun Gong as an X cult.”

This fallacy of Jiang Zemin’s has, for 27 years, been one of the most important bases used by the CCP’s 610 Office and officials of all levels and types in the public security, procuratorial, judicial, and legal systems to persecute Falun Gong.

This interview was arranged by Wu Jianmin, then China’s ambassador to France. This was one of the worst acts Wu Jianmin committed in following Jiang Zemin to persecute Falun Gong and aiding tyranny.

At 4:17 a.m. on June 18, 2016, Wu Jianmin was invited to give a speech at Wuhan University. On the way from Wuhan Tianhe Airport to Wuhan University, he suddenly encountered a major car accident.

The driver and the front passenger seated in the front row survived because the airbags deployed. Wu Jianmin’s secretary, seated in the back row, suffered some minor external injuries. Wu Jianmin, who was seated in the second row—the safest position—died bizarrely.

Second, Chen Yuanchao died of lung cancer.

“No crime without explicit statutory provision; no punishment without explicit statutory provision.” This is the internationally recognized principle of legality in criminal law.

Article 3 of the CCP Criminal Law stipulates: “Acts that are explicitly defined by law as crimes shall be convicted and punished according to law; acts that are not explicitly defined by law as crimes shall not be convicted or punished.”

From July 20, 1999 to the present, the CCP has not had a single law stipulating that citizens’ belief in “Truthfulness, Compassion, Forbearance” or the practice of Falun Gong constitutes a criminal act.

However, for 27 years, courts at all levels of the CCP, in the absence of explicit legal provisions, have knowingly violated the law and abused the law, treating the law as a farce and manipulating it, using the “People’s Courts” to undermine the implementation of the law, illegally sentencing tens of thousands or even more Falun Gong practitioners, and manufacturing countless wrongful, false, and erroneous cases.

Chen Yuanchao, presiding judge of the First Criminal Division of the Haikou Intermediate People’s Court, was the first in the CCP court system to actively follow Jiang and Zeng in persecuting Falun Gong, using the “People’s Courts” to undermine the implementation of the law and frame Falun Gong practitioners.

On November 12, 1999, China’s first case of a Falun Gong practitioner being framed was sentenced at the Haikou Intermediate People’s Court. Chen Yuanchao served as the presiding judge, and four Falun Gong practitioners were illegally sentenced to prison terms ranging from 2 to 12 years.

As a result, Chen Yuanchao was awarded the title of “National Model Judge” by the Supreme People’s Court of the CCP, was given a “First-Class Individual Merit” by the Hainan High People’s Court, and was awarded the title of “Model Communist Party Member” by the Haikou Municipal Party Committee.

However, the flowers, applause, honors, and rewards bestowed by the CCP did not last long. On March 18, 2002, Chen Yuanchao was diagnosed with advanced lung cancer.

On August 5, 2003, someone saw Chen Yuanchao at Guangzhou Southern Hospital and was very surprised, saying: “Who would have thought that Chen Yuanchao, who was still tall and robust a year ago, is now so frail: gray-white hair, sallow complexion, and a thin body—truly unbelievable.”

At 6:35 p.m. on September 2, 2003, Chen Yuanchao died of illness at the age of 52.

Third, Liu Yuanjun died of liver cancer.

Changchun, a major city in northeastern China, is the birthplace of Falun Gong.

Before the persecution, in October 1998, the State General Administration of Sports sent a Qigong Registration Evaluation Research Group to Changchun for an investigation lasting one week. In addition to openly and covertly inspecting practice sites, the group also held a symposium on October 20 attended by 52 Falun Gong practitioners, including veteran Red Army soldiers, incumbent military-level officers, government officials, university professors, entrepreneurs, neighborhood committee directors, workers, and others.

At the symposium, research group leader Qiu Yucai said: “Regarding the issue of Falun Gong, the State Sports Commission entrusted me, along with Guan Qian and Li Zhichao, to come to Changchun to gain an understanding of Falun Gong.” “Through investigation and understanding, there are more than 100,000 people in Changchun practicing Falun Gong, and the overall level is quite high. There are professors, doctoral supervisors, and senior cadres from more than a dozen colleges and universities, as well as people from all walks of life, from workers to intellectuals. The effects are indeed very significant. There is no dispute about this.” “We believe that the exercises and effects of Falun Gong are quite good. For social stability and the building of spiritual civilization, the effects are very significant, and this must be fully affirmed.”

However, on April 25, 1999, without listening to the State General Administration of Sports’ report affirming Falun Gong, and without conducting a comprehensive, in-depth, and meticulous investigation of the Falun Gong issue, Jiang Zemin, fearing that too many people were practicing Falun Gong and that it might endanger his power, arrived at the conclusion that Falun Gong must be “defeated.”

After Jiang Zemin launched the persecution of Falun Gong on July 20, 1999, he activated all propaganda machines to spread lies slandering, attacking, abusing, and smearing Falun Gong to people at home and abroad on an overwhelming scale.

At the same time, Jiang Zemin blocked all legal channels for Falun Gong practitioners to clarify the truth that “Falun Dafa is good, Truthfulness-Compassion-Forbearance is good.” Tens of thousands, hundreds of thousands, millions, or even more Falun Gong practitioners were illegally arrested and detained in detention centers, labor camps, brainwashing centers, psychiatric hospitals, drug rehabilitation centers, and prisons for petitioning. Many Falun Gong practitioners were persecuted to the point of injury, disability, insanity, or death.

At 8:00 p.m. on March 5, 2002, Changchun Falun Gong practitioners including Liu Chengjun, at the risk of their lives, successfully intercepted the Changchun cable television network to broadcast Falun Gong truth-clarification videos, including “Self-Immolation or a Hoax?” and “Falun Dafa Spreads Worldwide.” The broadcast lasted 50 minutes and covered approximately 300,000 viewers across 32 channels.

At that time, Liu Yuanjun, Secretary of the Changchun Municipal Political and Legal Affairs Committee, carried out Jiang Zemin’s persecution orders wholeheartedly and manipulated the Changchun police to illegally arrest nearly 5,000 Falun Gong practitioners in less than 10 days. During the mass arrests, at least six people were beaten to death. He then manipulated the public security, procuratorial, judicial, and legal authorities to illegally sentence 15 of them to prison terms ranging from 4 to 20 years. Liu Chengjun, Liang Zhenxing, Lei Ming, and others were tortured to death in prison.

In mid-April 2006, Liu Yuanjun, who had risen to the positions of Deputy Secretary of the Changchun Municipal Party Committee and Secretary of the Discipline Inspection Commission due to persecuting Falun Gong, suddenly fell ill. Less than a month later, on May 4, Liu Yuanjun died of liver cancer at the age of 54.

Fourth, Yang Shihong was sentenced to life imprisonment.

Wuhan, a major city in central China known as the “thoroughfare of nine provinces,” is also a heavily affected area of the persecution of Falun Gong.

There was a group of officials here who actively followed Jiang and Zeng in persecuting Falun Gong for promotion and wealth. Yang Shihong, then a member of the Wuhan Municipal Party Standing Committee, Secretary of the Political and Legal Affairs Committee, and Director of the Public Security Bureau, was one of them.

On the eve of the CCP’s 16th National Congress in 2002, Yang Shihong, newly appointed head of the Wuhan 610 Office, ordered citywide and district-wide mass kidnappings of Falun Gong practitioners, forced brainwashing, and rigidly stipulated that the “transformation rate” of each brainwashing center must reach over 85%. Various cruel methods could be used to torture practitioners who refused to be “transformed.” During this period, countless Falun Gong practitioners in the city were persecuted, many of whom were injured, disabled, driven insane, or killed.

In September 2003, Yang Shihong was brought down and investigated for sexual misconduct and economic corruption. On June 3, 2005, Yang Shihong was convicted of embezzlement, bribery, and misappropriation of public funds. With combined penalties for multiple crimes, he was sentenced to death with a two-year reprieve and had 1.3 million yuan of property confiscated. Yang refused to accept the verdict and, during the appeal period, because he reported others and showed “major meritorious service,” his sentence was commuted to life imprisonment.

Fifth, Xu Fa jumped to his death.

After the CCP began persecuting Falun Gong on July 20, 1999, Heilongjiang Province became the province with the most brutal, savage, and bloody persecution nationwide, and also the province with the highest number of Falun Gong practitioners persecuted to death.

Accompanying the great persecution was great corruption, and following great corruption came great retribution.

In 2003–2004, major cases involving Heilongjiang Governor Tian Fengshan and Provincial CPPCC Chairman Han Guizhi broke out.

Tian Fengshan and Han Guizhi were sentenced to life imprisonment and death with a reprieve, respectively. Six deputy provincial-level officials—the Vice Governor Fu Xiaoguang, Vice Chairman of the Provincial People’s Congress Fan Guangju, Provincial Court President Xu Yandong, and Provincial Procuratorate Procurator-General Xu Fa—were “resigned” on the same day. Provincial Party Standing Committee member and Propaganda Minister Sun Qiwen, and Standing Committee member and Provincial Party Secretary-General Zhang Qiuyang were removed from their posts. More than 30 department- and bureau-level officials in the provincial Party and government organs were implicated, with over 10 department-level officials removed or dismissed. The main leaders of 13 prefecture-level cities and the Forestry Industry Bureau were almost completely wiped out, with more than 10 people removed, resigned, dismissed, or transferred to judicial authorities.

Xu Fa served as Procurator-General of the Heilongjiang Provincial Procuratorate in 2001 and was removed from office in October 2004. From 2001 to 2004 was the most frenzied period of persecution of Falun Gong in Heilongjiang Province. The number of Falun Gong practitioners arrested, detained, sentenced, tortured, and tortured to death is beyond counting.

In March 2005, Xu Fa was expelled from the Party and dismissed from public office. On August 13, 2005, he jumped from the balcony of his home on the 9th floor and died.

According to a report by the Central Commission for Discipline Inspection, Xu Fa and Xu Yandong (former President of the Heilongjiang High People’s Court), during their tenure, accepted money from others and gave money to Han Guizhi, the Provincial Party Deputy Secretary in charge of political and legal affairs, “seriously violating Party discipline.” According to Caijing reporters, after being removed from office in October 2004, Xu Fa stayed at home without work, continued to receive his monthly salary on time, and although his mood was low, his life did not show any abnormalities.

Why would Xu Fa, who was not imprisoned, continued to receive pay without working, and continued to live in deputy-provincial-level housing, jump to his death?

In addition to corruption, the most important reason was his active following of Jiang and Zeng in persecuting Falun Gong and harming too many people.

Sixth, Guo Shengyuan jumped to his death.

Xiantao City in Hubei Province was originally a county-level city and was later upgraded to a directly administered city.

From July 20, 1999 to the present, over 27 years, the persecution of Falun Gong there has continued uninterrupted. According to preliminary statistics from Minghui.org, to date, at least 345 Falun Gong practitioners in Xiantao City have been persecuted, including 79 detained in brainwashing centers, 111 detained in detention centers, 32 illegally sent to labor camps, 14 illegally sentenced, and 9 persecuted to death.

Guo Shengyuan, starting in 2012, long served as Secretary of the Xiantao Municipal Political and Legal Affairs Committee, and was the primary person responsible for the persecution of Falun Gong in Xiantao’s political and legal system.

In order to cover up the fact that Guo Shengyuan suffered retribution for persecuting Falun Gong during his tenure as Political and Legal Affairs Committee Secretary, the CCP altered his résumé to state: from April to September 2019, he served as Deputy Secretary of the Xiantao Municipal Party Committee and Secretary of the Political and Legal Affairs Committee. In 2018, the Xiantao 610 Office was merged into the Xiantao Municipal Political and Legal Affairs Committee structure, and Guo Shengyuan was the direct superior of the Xiantao 610 Office. He continuously participated in the persecution of Falun Gong and was praised by the CCP as a problem-solving “fire extinguisher” and “bulldozer.”

From 2012 to 2019, at least 95 Falun Gong practitioners in Xiantao City were persecuted, including 3 who were persecuted to death. Guo Shengyuan bears inescapable leadership responsibility for this.

On June 6, 2024, Guo Shengyuan, former Deputy Secretary of the Xiantao Municipal Party Committee and Secretary of the Political and Legal Affairs Committee, fell to his death from a building at a hotel in Wuhan. He was 64 years old.

Conclusion

Falun Gong, also known as Falun Dafa or Falun Buddha Law, requires practitioners to strictly follow “Truthfulness, Compassion, Forbearance” and be good people. Since it was first taught in Changchun on May 13, 1992, it has spread widely to 156 countries and regions around the world.

Since ancient times, those who persecute Buddha Dharma have committed boundless sins.

The six typical cases above of those who actively followed Jiang and Zeng’s “blood-debt clique” in persecuting Falun Gong and suffered misfortune serve as a warning to those who are still participating in the persecution of Falun Gong today.
