According to a Reuters report, the video portrays a fictional mid-level CCP military officer who is distressed by the brutal internal power struggles and unchecked corruption within the military, and ultimately chooses to cooperate with the CIA. The video is seen as the latest move in the United States’ expanded intelligence recruitment efforts targeting China.

The CIA’s action closely follows turbulence in the CCP’s top military leadership. Last month, China’s Ministry of National Defense announced that Vice Chairman of the Central Military Commission Zhang Youxia and CMC member Liu Zhenli were under investigation for “serious violations of discipline and law.” Both Zhang and Liu are senior CCP military generals who participated in the Vietnam War and earned military honors, enjoying considerable prestige within the PLA — something that CCP leader Xi Jinping does not possess.

The video clearly leverages the political shockwaves caused by the CCP military’s ongoing and intensifying purges in recent years. Using psychological warfare tactics, it targets potential informants within the Chinese military and attempts to persuade CCP officers to defect.

Including the January 12 release, the CIA has published three Mandarin-language videos since 2025. An unnamed CIA official told Reuters: “Our previous videos reached hundreds of thousands of people and inspired new intelligence sources.” However, he did not provide further details.
