FDIC: Unincarcerated Falun Gong Practitioners Also Face Organ Harvesting

[People News] In May 2026, the Falun Dafa Information Center (FDIC) submitted a report to the U.S. Congress and the CECC, revealing that unincarcerated Falun Gong practitioners are also at risk of organ harvesting.

Dajiyuan reporter Li Chen reported that senior U.S. Congressman and CECC co-chair Chris Smith informed Dajiyuan about the report received by the CECC, asserting that the Chinese Communist Party is conducting a campaign of genocide against Falun Gong practitioners.

The Falun Dafa Information Center (FDIC) conducted an online survey of some Falun Gong practitioners in the U.S. from September 2025 to March 2026. A statement from a respondent in Anqing City, Anhui Province, raised particular concerns.

The respondent recounted that in 2023, unincarcerated Falun Gong practitioners in Anhui Province were summoned by local police for blood tests and physical examinations, which could potentially be used for organ matching purposes.

The statement from this interviewee indicates: "Between March and June 2023, some local Falun Gong practitioners were summoned by the local police for blood tests and physical examinations, as they informed me."

"Shortly thereafter, I was called to the police station for questioning, and in the hallway, I encountered the head of the Public Security Bureau's Security Division in our city..."

"I greeted him and inquired: 'Chief, I heard that some fellow practitioners have been called for physical examinations recently; why haven't I been called?'

"He responded: 'Do you think a physical examination is a good thing?' He then quickly walked away."

The investigation report from the Falun Dafa Information Center further states: "Due to the Chinese Communist Party's long-standing policy to eradicate Falun Gong across the country, Chinese Falun Gong practitioners, even those who are at home, still face the risk of organ harvesting, as they may be arbitrarily arrested and detained at any time and place."

On June 17, 2019, the international independent 'China Tribunal' (chinatribunal.com), which investigates the CCP's organ harvesting practices, announced its verdict in London, UK, concluding that the organ harvesting of prisoners of conscience in China (CCP) has been ongoing for many years and continues today, with Falun Gong practitioners being the primary source of organ supply.

Blood type matching is a necessary condition for organ compatibility. According to reports from Minghui.org, the occurrence of unincarcerated Falun Gong practitioners undergoing physical examinations and blood tests is widespread across the country.

Falun Gong practitioners have been subjected to blood draws at home, with Shanghai police stating: 'It is a national regulation.'

On September 3, 2014, police officer Xu Jun from the Liudao Gou Police Station in Dandong, Liaoning, visited the home of Falun Gong practitioner Wei Liming and stated, "The higher authorities require the collection of blood samples, blood type testing, DNA collection, and fingerprinting for file organization." The police station where Wei Liming resides indicated that this was just the first batch and that such procedures would be mandatory in the future. They also mentioned that identification cards would eventually include blood types and DNA information. Wei Liming noted seeing a list that contained the names of more than ten individuals.

On August 2, 2020, Shen Fang, a Falun Gong practitioner in Shanghai, was violently subjected to blood collection by police at her home.

Four male police officers restrained the elderly Shen Fang, gripping her wrists in an attempt to forcibly draw blood. Shen Fang resisted and questioned their justification for taking her blood. The officers repeatedly insisted, "This is a 'national regulation'!"

Blood testing in prisons is a widespread issue.

Over a thousand Falun Gong practitioners in the United States participated in this investigation conducted by the Falun Dafa Information Center. Among them, more than half of those who had been detained reported undergoing blood tests or suspicious medical examinations during their incarceration.

The report noted, "One in every two former detainees reported having undergone these tests, indicating that this practice is quite prevalent in China."

"Despite enduring torture in prison, Falun Gong practitioners are still compelled to undergo these physical examinations. Blood testing was the most frequently mentioned procedure by respondents. The report also indicated that some practitioners underwent X-ray scans, heart examinations, vision tests, ultrasound examinations, and DNA collection."

"The most recent physical examination took place in 2024, while the earliest occurred in 1999."

The 34 health checkups took place over the past decade—specifically after the Chinese Communist Party (CCP) officially claimed to have stopped organ harvesting from prisoners and stated that it would only accept voluntary donations going forward.

Since 2015, the CCP has asserted that it only uses organs from voluntary donations; however, evidence indicates that the CCP's data is fabricated.

Senior U.S. Congressman: The CCP is committing genocide against Falun Gong

In relation to the report submitted by the Falun Dafa Information Center, senior U.S. Congressman and co-chair of the Congressional-Executive Commission on China (CECC) Chris Smith informed The Dajiyuan that the CCP's blood tests and health checkups on non-imprisoned Falun Gong practitioners suggest that the CCP's organ harvesting crimes have broadened.

Smith believes that the primary reason for the CCP's organ harvesting from Falun Gong practitioners is that "Falun Gong practitioners are very healthy, and the CCP despises them." He stated, "This is a genocide against Falun Gong practitioners."

Falun Gong is a Buddhist practice founded on the principles of 'Truth, Compassion, Forbearance,' which includes five sets of exercises that have remarkable health benefits. Prior to 1999, the number of practitioners was estimated to be between 70 million and 100 million. Jiang Zemin, motivated by jealousy and fear that the number of practitioners would exceed the number of CCP members, ordered the implementation of extermination policies against Falun Gong, which included strategies to "defame them in reputation, destroy them economically, and physically eliminate them."

Congressman Smith stated, "Ultimately, the Falun Gong practitioners in prison have not broken any laws; they are entirely innocent. For those Falun Gong practitioners outside of prison who are being subjected to forced blood tests, this indicates that the Chinese Communist Party (CCP) is escalating this entire atrocity of organ harvesting, and they are actively seeking more (live) victims every day." 

"This is exactly why our bill—my bill—criminalizes anyone involved in this organ harvesting supply chain, whether in the United States or anywhere else in the world (including China)." 

Congressman Smith is the sponsor of the "2025 Act to Stop Organ Harvesting," which was passed by the U.S. House of Representatives on May 7, 2025. 

He remarked, "I believe this bill will create a strong deterrent effect on the organizations and individuals involved in the organ harvesting supply chain. While it may not eradicate all crimes, it will certainly help to effectively curb them and save more victims in the process." 

He added, "In areas where U.S. criminal laws cannot reach, we can impose sanctions under the Global Magnitsky Human Rights Accountability Act and apply additional sanctions to individuals engaged in these (organ harvesting) activities." 

On June 17, 2026, the U.S. Senate Foreign Relations Committee also passed the "Falun Gong and Organ Harvesting Victims Protection Act." This bill will proceed to the voting stage in the full Senate. Its purpose is to impose sanctions on individuals and entities involved in or assisting the CCP with organ harvesting and to call for an investigation by the U.S. government into the CCP's organ transplant system. △
