[People News] A U.S. House committee revealed Wednesday (Sept. 24) that seven American universities have suspended joint programs related to Chinese government scholarships. The committee also praised the move, saying: “By strengthening protections for campuses against malign foreign influence, these U.S. institutions have demonstrated true leadership and a commitment to safeguarding American research and innovation.”
According to Voice of America, John Moolenaar, Republican congressman from Michigan and chairman of the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party, issued a statement Wednesday commending the actions of Dartmouth College, Temple University, the University of California at Davis, the University of California at Irvine, the University of California at Riverside, the University of Notre Dame, and the University of Tennessee. These seven schools terminated their joint programs with the China Scholarship Council (CSC).
In the press release, Moolenaar said: “I applaud these seven universities for taking decisive action to shut down CSC-related programs—an insidious technology transfer scheme designed to advance the authoritarian ambitions of the People’s Republic of China.”
The move by these universities followed letters Moolenaar sent in July, urging them to end partnerships with CSC. At that time, Moolenaar wrote that the organization was part of “a CCP-managed technology transfer effort that exploits U.S. institutions to directly support the CCP’s military and technological development.” He reiterated this point again in Wednesday’s release.
Moolenaar stated that he hopes more universities will follow suit, “putting the integrity of American science and national security first.”
In a July statement, the House Select Committee on the CCP noted that the Chinese Communist Party has a long history of obtaining U.S. technology through both legal and illegal means, including talent recruitment programs, academic collaborations serving the Chinese military, forced technology transfers, espionage, and outright theft.
The China Scholarship Council provides Chinese government-funded scholarships for students to study abroad, known as “state-sponsored study.”
The Select Committee explained: “Unlike other international student programs, CSC faces increasing scrutiny and criticism due to concerns about academic freedom, student monitoring, ideological control, and potential espionage. For example, CSC requires funded students to return to China after completing their studies and serve the PRC for at least two years,” Moolenaar wrote in his letter.
The Select Committee stated: “Protecting America’s research remains the Committee’s top priority.” Last week, it also released a report titled “From Ph.D. to PLA,” which detailed how U.S. visa policies have enabled the Chinese military to exploit American higher education.△
