[People News] On the afternoon of September 23, CCP leader Xi Jinping led the Central Delegation to attend the 70th anniversary celebration of the founding of Xinjiang. Du Wen, former Deputy Director of the Legal Advisory Office of the Inner Mongolia Autonomous Region Government and now an independent media commentator, said today (September 25) that he received word from inside China that the CCP security apparatus had uncovered a plot to launch a bombing attack against Xi Jinping at the originally scheduled venue for the celebration—the Urumqi Olympic Sports Center. This discovery allegedly led to the venue being changed at the last minute. As of now, this information has not been confirmed by official sources or other independent channels.

Du Wen noted in his program that the greatest challenge of Xi Jinping’s trip to Xinjiang was ensuring security. To guarantee Xi’s safety, the CCP reportedly moved the anniversary celebrations forward to September 25. Security throughout Xinjiang was extremely tight, with restrictions on ordinary citizens travelling to Beijing. Areas near leadership activities were strictly sealed off, and in multiple regions, internet access, text messaging, and even all wireless communications were cut off. The security level was raised to unprecedented heights.

According to the information Du Wen received, the 70th anniversary gala of the Xinjiang Uyghur Autonomous Region was originally scheduled to be held at the Urumqi Olympic Sports Centre. But because security services uncovered a plot to use explosives to attack Xi Jinping and the Central Delegation during the ceremony, the plan was cancelled. The venue was shifted to the Xinjiang People’s Hall instead. The planned mass parade and large-scale cultural performances were also cancelled.

Du Wen emphasised that the information is somewhat vague and not officially confirmed, but in his view, it is relatively credible. He expressed hope that more details will emerge in the future.

He further explained that to prepare for the anniversary, the Xinjiang CCP leadership submitted a report to the centre and raised a large sum of funds locally. A new multi-functional sports facility—the Urumqi Olympic Sports Centre—was constructed in the southern extension of Kashgar Road East and the northern section of Huizhan Avenue Phase II.

According to state broadcaster CCTV, on the evening of September 24, Xi Jinping attended the celebratory gala Beautiful Xinjiang at the Urumqi Cultural Centre Grand Theatre. Accompanying him were Wang Huning, Cai Qi, Li Ganjie, He Lifeng, Wang Xiaohong, Shohrat Zakir, Shen Yiqin, Wang Dongfeng, and Liu Zhenli, as well as veteran cadres who had previously worked in Xinjiang, responsible officials from central ministries, and the full Central Delegation.

On the morning of September 25, the official 70th anniversary rally of the Xinjiang Uyghur Autonomous Region was held solemnly at the Xinjiang People’s Hall. Reports state that Xi Jinping attended; Wang Huning, as head of the Central Delegation, delivered the main speech. Cai Qi, He Lifeng, Wang Xiaohong, Shohrat Zakir, Shen Yiqin, Wang Dongfeng, Liu Zhenli, and veteran Xinjiang officials, along with leaders from central agencies, the full delegation, and Xinjiang’s party, government, and military leadership, were also present.

Du Wen pointed out that during the 60th anniversary celebration in 2015, for security reasons, the venue was also shifted at the last minute to the Xinjiang People’s Hall. At the time, both the regional leadership and local society felt embarrassed—despite massive investment by Beijing in “stability maintenance,” the central government still did not dare hold the event outdoors.

This, Du Wen argued, shows that Xi Jinping’s iron-fisted policies in Xinjiang have not made the region safer but instead left the security situation even more severe. CCTV footage, he observed, showed Xi walking nervously with a pale face: “It looks like he was truly frightened this time. I suspect that in the next five years—or perhaps forever—he will never dare visit Xinjiang again.”

On September 24, the X platform account “Officialdom (Battlefield) Observation Studio – Zhaoming” described Xi as looking gloomy, with a dark complexion, deep wrinkles of power and fatigue, heavy brows, a troubled mind, sleepless nights, and swollen eyelids that could barely open.

Looking back at past coverage, the 60th anniversary rally of Xinjiang was held at the Xinjiang People’s Hall on October 1, 2015, while the gala Ode to Xinjiang on September 30 was also staged there.

According to Baidu’s public information, the Urumqi Cultural Centre Grand Theatre, located in the Shuimogou District convention centre area, is the core venue of the Urumqi Cultural Centre complex. Designed with inspiration from the Tianshan “snow lotus,” it is part of a cluster of six venues and one central plaza, making it a cultural landmark. The theatre includes a 1,675-seat main auditorium and a 350-seat multifunction hall, with state-of-the-art sound, lighting, and stage equipment capable of hosting operas, ballets, concerts, and other performances.

The Xinjiang People’s Hall, at 77 Youhao North Road in Urumqi, was built starting in 1984 and completed in October 1985 for the 30th anniversary of the autonomous region. It was one of the “Top Ten Buildings” of the time, with a floor area of over 34,000 square meters. It integrates conference, performance, dining, and lodging functions, and was the only Xinjiang building included in the first batch of China’s 20th-century architectural heritage projects. It has long hosted major meetings of the regional party committee, People’s Congress, and Political Consultative Conference. Baidu notes that in 2025, it hosted both the 14th Xinjiang People’s Congress and the 70th anniversary rally.

Notably, according to CCTV, on the afternoon of Xi’s arrival in Xinjiang, he met with senior officers (colonel rank and above) of Urumqi-based units and posed for photos. The images show the absence of former Xinjiang Military District Commander Lieutenant General Liu Lin and former Political Commissar Lieutenant General Yang Cheng. Sitting to Xi’s left was Central Military Commission member Liu Zhenli, and to his right appeared to be former Airborne Corps commander Wen Dong. No official announcement has been made regarding changes in Xinjiang’s military leadership.

Also absent from the event was former Xinjiang Party Secretary Ma Xingrui. On July 1 this year, he was suddenly removed from his position, with the official line stating he was “assigned another post.” At 66 years old, Ma’s term ended abruptly, sparking speculation about his political future. Ma Xingrui had previously been considered a key ally of Xi Jinping.
