Xi Jinping Directs CCP’s Global Sovereignty Assaults

At the start of the New Year, on January 4, 2026, Shen Yun's eight artistic troupes staged simultaneous performances across the United States, Europe, and Asia, captivating over ten thousand spectators. [People News] Ammar Abdulhamid, the Chief Governance and Policy Officer of the World Liberty Congress, informed The Dajiyuan that the CCP's transnational suppression and attacks on Shen Yun Performing Arts across various countries represent an infringement on the national sovereignty of all nations.

Abdulhamid recommended that governments worldwide implement sanctions and pursue economic decoupling from the CCP as a means to counter its transnational suppression, according to The Dajiyuan.

Founded in New York in 2006, Shen Yun Performing Arts aims to restore traditional Chinese culture, presenting 'China before communism.' The company tours globally each year, garnering significant acclaim from the international mainstream community and receiving hundreds of awards and letters of commendation from various governments, which has left the CCP feeling unsettled.

Abdulhamid remarked that the CCP's intimidation tactics against Shen Yun are intended to silence its voice, stating, 'The purpose of these actions is to instil fear in people, making them hesitant to speak out.'

Some individuals may feel afraid, even if they are not directly under the CCP's jurisdiction in these countries. Whether they are in the United States, Canada, Europe, or abroad, the CCP's threats can still evoke fear in them.'

Previously, renowned legal scholar and former professor at Peking University's Law Department, Yuan Hongbing, informed The Dajiyuan that during an expanded meeting of the Central Political and Legal Affairs Commission of the Communist Party of China held prior to the 20th National Congress in 2022, Xi Jinping outlined a major strategy aimed at launching a new wave of suppression and persecution against the overseas development of Falun Gong. The primary targets of this strategy include Shen Yun Performing Arts.

Over the past two years, Shen Yun Performing Arts has faced at least 150 incidents of threats, which encompass a range of violent threats such as false bomb threats, false arson threats, and false shooting threats.

Abdulhamid remarked that the various threats encountered by the American Shen Yun Performing Arts during its performances in different countries represent attacks on the sovereignty of those nations and are assaults on everyone.

He stated, "This is an attack on all foreign sovereignty. It is, in fact, a form of soft war directed at everyone. This resembles a Cold War. It is a soft war against the sovereignty of all nations."

On March 29 and from April 1 to 5 this year, six performances of Shen Yun Performing Arts at the Four Seasons Centre in Toronto, Canada, were cancelled due to false bomb threats issued by the Communist Party, which garnered significant public attention.

On April 3, the sender of the false bomb threat emails issued two more provocative emails in Chinese, boasting about their destructive capabilities, mocking Canadian officials, and taunting the FBI and global law enforcement, while threatening that their threats would be "endless."

Two emails were publicly disclosed by Joel Chipkar, a spokesperson for the Canadian Falun Dafa Association. The content of these emails clearly indicates that the sender aligns with the Chinese Communist Party (CCP), referring to it as 'my motherland, the Communist Party,' and directly linking their actions against Shen Yun to the CCP's position. The emails were sent at 21:23 and 21:42 Eastern Time, yet the subject line reads 'Morning,' which corresponds to the morning hours in mainland China, suggesting that the sender is likely based in mainland China. This sender has been associated with threat emails directed at theatres in several countries, including Canada, the UK, France, South Korea, and Wales.

Analysts suggest that although these two emails were sent in a personal capacity, the connection to threat emails sent to theatres in various countries indicates that this 'individual' may actually be part of a specific organisation in mainland China responsible for the CCP's transnational suppression of Falun Gong.

Abdul Hamid proposed that countries should implement sanctions and economically decouple from the CCP to halt its transnational suppression of groups like Shen Yun.

He remarked, 'Targeted sanctions on individuals, possibly boycotting certain products; increasing diplomatic pressure on the CCP—this is to convey that they must cease their transnational suppression.'

Abdul Hamid further suggested that national parliaments should legislate and impose sanctions on those involved in the CCP's transnational suppression.

He stated, 'I believe one of the most crucial actions for parliaments is to advocate for targeted sanctions against specific CCP organizations or individuals involved in disseminating disinformation.'

Currently, among the bills under consideration in the U.S. Congress, at least two are aimed directly at combating the transnational repression tactics of the Chinese Communist Party (CCP): the "Transnational Repression Policy Act" and the "2025 Transnational Repression Accountability Act." 

In December 2025, the U.S. Congressional-Executive Commission on China (CECC) highlighted the issue of the CCP's transnational repression in a dedicated section of its "2025 Annual Report." 

The report recommends that "the U.S. government should enhance international coordination and intelligence sharing. Building on the G7 framework for addressing transnational repression, it should conduct multilateral exercises every two years to exchange real-time intelligence on (transnational) coercion strategies and identify key actors involved in cross-border intimidation. 

Additionally, the report advocates for the advancement of a global accountability mechanism and the establishment of an authorisation framework to combat transnational repression. It also suggests developing a sanctions and enforcement toolkit, along with distributing model documents for sanctions authorisation and law enforcement training modules to help allies and partners detect, investigate, and prosecute cases of transnational repression. 

Abdulhamid argues that it is essential for governments to economically decouple from the CCP. 

He stated, "One of the most important measures is to attempt to decouple economically from the CCP." 

"This way, the CCP will no longer be able to exert (such economic) influence on policies. We must strive in this direction. If we want to protect democracy from the influence of the CCP government, we must be able to economically decouple from the CCP."

The 'World Freedom Congress' is based in Berlin, Germany, and includes members from 60 countries. Abdulhamid noted that many of their members have also experienced transnational repression. For instance, one of the organisation's co-founders, the prominent Iranian human rights activist Masih Alinejad, has received assassination threats from the Iranian regime.

In February 2025, the prominent non-profit organisation 'Freedom House' in Washington, D.C., published a report stating that the Chinese Communist Party is the primary perpetrator of transnational repression.
