[People News] According to reports from the official media of the Communist Party of China (CPC), on October 12, the CPC held a commemorative conference for the 70th anniversary of the Overseas Chinese Federation. Wang Huning, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People's Political Consultative Conference, attended the conference and delivered a speech. Two notable points emerged from the news report and Wang Huning's address.
Firstly, the news report did not include the formal congratulatory remarks from Wang Huning, which typically state that he is extending congratulations on behalf of the 'Party Central Committee and the State Council' and expressing 'high respect and warm greetings' to the attendees. Such formalities were present in the reports for the 60th anniversary of the Overseas Chinese Federation in 2016 and the 50th anniversary in 2006, where the then Chairman of the National Committee of the Chinese People's Political Consultative Conference, Yu Zhengsheng, and Jia Qinglin both represented the Party in extending congratulations.
So, why has Wang Huning stopped representing the 'Party Central Committee and the State Council' in offering congratulations? What has transpired within the CPC? Is it a response to recent arrests of several Chinese agents of the CPC by Western countries, prompting a desire for a more subdued approach?
Nevertheless, Wang Huning's speech indicates that the CPC continues to prioritise overseas Chinese affairs. He emphasised that 'overseas Chinese affairs work is a long-term strategic task of the Party and the country,' that 'the China Overseas Chinese Federation is a people's organisation led by the Communist Party of China, serving as a bridge and bond between the Party and government and the vast number of returned overseas Chinese and overseas Chinese compatriots,' and that 'we must uphold the Party's comprehensive leadership over the work of the Overseas Chinese Federation,' among other points.
In other words, the Chinese Communist Party (CCP) will not relinquish its exploitation of overseas Chinese. Therefore, Western nations must remain vigilant and continue to identify and combat CCP agents within their territories to prevent the CCP from using them to infiltrate and undermine various aspects of national security.
Another noteworthy point is that Wang Huning mentioned in his speech that since the 18th National Congress of the CCP, the Overseas Chinese Federation has consistently followed 'Xi Jinping Thought' as its guiding principle, implementing 'Xi Jinping's important discourse on overseas Chinese affairs and the decisions and directives of the Party Central Committee.' In 2016, Yu Zhengsheng remarked that since the 18th National Congress, 'the Party Central Committee, led by General Secretary Xi Jinping, has made significant arrangements for the work concerning returned overseas Chinese and overseas Chinese compatriots in the new context.'
In contrast, it is evident that the current references to the 'Party Central Committee' have dropped the prefixes 'led by General Secretary Xi Jinping' or 'with Xi Jinping as the core,' and Xi is now only referred to in terms of 'discourse.' This indicates that Xi Jinping is no longer participating independently in 'decision-making deployments,' a change that has been apparent for some time.
On September 23, an editorial criticising Zhang Youxia and Liu Zhenli appeared on the front page of the CCP's military newspaper, stating that 'we must align our thoughts and actions with the decisions and deployments of the Party Central Committee and the Central Military Commission,' notably omitting the mention of 'Chairman Xi.' In a similar editorial from January, the phrasing was 'resolutely implement the major decision-making deployments of the Party Central Committee, the Central Military Commission, and Chairman Xi.'
On September 11, a report titled 'Adhere to the Correct View of Political Achievements to Advance the Modernisation of National Defence and the Military with High Quality,' published in the CCP's military newspaper and military network, also displayed similar irregularities, stating 'resolutely and effectively implement the major decision-making deployments of the Party Central Committee, the Central Military Commission, and the important instructions of Chairman Xi.'
Chairman Xi has been excluded from the military's independent 'decision-making deployment.' Wang Huning's comments further indicate that 'General Secretary Xi' is also left out of this separate 'decision-making deployment.' Currently, Xi can only function within the 'Party Central Committee,' and his authority is comparable to that of other members of the Standing Committee. Is there still any doubt that Xi no longer possesses the 'supreme' status?
